The new policy announced in Bir
mingham, Ala., raoently by Dr. A. G.
Black, governor of the farm credit
edminutration, is designed to reduce
the number of foreclosures nd en
able borrowers to pay out.
Wallace Idea Prevail
Secretary of Agriculture Henry A.
Wallace and F. F. Hill, former FCA
governor, disagreed upon the lending
policy. Hill believed Wallace's ideas
"unsound and dangerous." Wallace
thought them the Mfest in the long
run. He prevailed when HiU re
signed. Under Black. Wallace's Ideas sre
being put into operation. They pro
vide for no maor changes in the
makuig of loans, or in the handling
of the bulk of loans already made
upon which interest and principal
payments have not proved ft burden
to borrowers.
But tlbose who, because of drought,
insect praU or similar csut, have
been unable to meet their payments
will receive helping band. Black
promised they will be "assisted as
rapidly as possible by measures de
tig ned to keep them on their 'arms
and protect them ftgauist foreclos
ure." Applications for help are being re
ceived at the rate of 3.&00 week.
The FCA already has reamortised
loans of 75.000 borrowers ftnd has
approved rearnortiiation for 55,300
others. In most cases annual pay
ments on the principal have been re
duced by spreading the loan over 20
to 30 years.
Three-Point Plan Set Up
This, alone, is not adequate to meet 1
conditions. Black said. He announced 1

pension of second -mortgage commis

quencies on first-mortgage federal

The land bank commission has
suffered relatively more than the
federal land bank from delinquen

figures.
Federal land bank borrowers are
delinquent $35,808,000 in interest tn
fftalments and $8,660,300 on principal.
The land bankf have loans totaling
$1,910,000,000 and the commissioner
$677,470,000. The commissioner, in
cddition, holds $700,000,000 in land
bank bonds.
One of the most difficult problems
which the FCA faces is the disposal
of thousands of farms obtained by
foreclosure. Federal land banks,
which are the older, have $108,746,000
in real estate and the commissioner
$20,632,000.

and the other a cooking dub. Ten
'youngsters enrolled in the cooking 1
class and chose as their leader Mrs.
Helen Benson. They meet every Fri
day after school. President of the
club is Dorothy Scott; vice president.
