terday. The expenditure wilt be assessed
atainst all utilities operating in Ore
gon on a pro-rated basis of gross
revenue, in accordance with ft law

TTiomas said that lack of a rate
base had handicapped his department
and forced him to request utilities
to file new Inventories before at
tempting any regulations. Some
complied and others declined, he
said.
The department never has had a
rate structure upon which to base its
orders, Thomas explained.
