TOMORROW
Tomorrow we all, as citizens face a problem of grave importance in the matler of the City Water Bond Elec
tion. In this, the last printed statement which this group will make, we ask that each and every voter con
sider this problem most carefully for him or herself from the facts that have been presented. We ask no more
of you than a fair consideration of our statements and your further consideration of the dire results which it
is posssible to bring upon Bend if these bonds in the amount of $600,000 are voted at this lime and under the
conditions which at this time exist.
In our past statements we have endeavored to show you that the proposition as submitted by thr Council is not
a business like one and the voting of the bonds will hazard the future of the city, its people and its business.
FACTS:
First: It has been stated that the sworn valuation of
the Bend Water Light iV Power Co. plant and system is
in the neighborhood of $180,000. The sworn statement
of the total cost and valuation of the water system as of
January 31. 1925 is .S3ai.855.72. not $180,000. This state
ment is on file in Bend at the office of the Bend Water
Light A: Power Co. Anybody is entitled to see this
statement. The Company wants to sell it for about
$264,000.00 plus the cost of improvements made this
year.
Second: The income of the water plant last year was
$58,75383. But. the operating expense was $85,108.74,
taxes $8,167.65, making net profit to the Company of
$15,187.44, not figuring interest on investment or depre
ciation on the plant. If the same charges were made for
water by the City as is now made by the Company and
business grew so that the City had an income of $6,000
more in profits than is now received by the Company,
there would yet be a deficit of nearly $25,000 which
would have to be made up yearly in taxes. If you don't
want this additional tax, vole 101 NO.
A city official states that there has been measurements
taken of the water of Tumalo Creek by the representa
tives of the State Engineer over a period of several
years. In a telephone conversation this morning Rhea
Luper. present state engineer, and who has been in the
office of the State Engineer as deputy for not less than
nine years, states that there are no such measurements
in that office. Voters, here is some of the "bunk" you
have been reading about.
Mr. Luper also said this morning that the statement
made yesterday by the city official to the effect that the
State of Oregon owned the waters involved in Tumalo
Creek solely was erroneous. This leaves the way open
for the settlers of the Tumalo District to enjoin the City
from the use of the waters of Tumalo Creek and draw
(he City into a long drawn-out law suit with a chance
to beat the city al an expense which cannot now be esti
mated. By voting yes tomorrow you will surely bring
this lawsuit on the city. We cannot say who will win.
We believe that the City of Bend has every right to the
use of the waters of Tumalo Creek, but we are sure that
it will take a long time to get it and that it will cost us a
lot of money. We believe this grief can be eliminated by
the proper proceedure.
In bis article last night the city official goes to some
length describing the diseased and polluted condition of
the water we are using now from the Deschutes. Let
us consider a point or two. Thousands of people on the
Irrigated districts on all side of Bend are using water
as it comes from (he Deschutes River and without any
treatment. Redmond is using the waters from the Des
chutes river with chlorination treatment only. Now. if
these waters were full of diseases why is it that there is
no sickness in the count r about or in Redmond. The
true fads are that the Bull Run water used in Portland
receives practical) the same treatment which is given
to the water which we are drinking now in Bend. We
invite you to investigate this statement for yourself
and find out lor yourself.
There is no reason which we can understand win the
.Mayor, members of the Council and other officials and
employees of the City should make the tremendous ef
fort which they are to carry this measure and they BSJ
that they have none other than Just a personal interest.
Yet we know that they have been at (he mills and OH Ih
streets campaigning day and nighl for the passage of
these bonds. Until yesterday Imlli newspapers of Bend
have been against the voting of these bonds. Yesterday
appeared in an advertisement taking more than half a
page bearing the names of the Mayor and four of the
six members of the council, a statement purporting what
the Council would do if the bonds were voted. Also on
this page is a long communication from the Cil Re
corder in an effort to make votes for the issue, and an
editorial by the editor of the newspaper slating the
reasons why his newspaper has "flopped." We contend
that the Council will find it impossible to accomplish the
fhings they promise in their ad. We further contend
that the City Recorder has made mis-statements in his
communication and whether intentional or not they are
(still statements which are not facts.
Mr. Foley has said that he will build the extension to
Tumalo Creek for $150,(100 and will give a sufficient
bond for the performance of the contract. He is worth
the money and no matler what you may think of him or
his company this is worth considering before you vote
favorably to issuing $600,000 worth of bonds.
We ask that you vote this down al this lime. Then
we ask thai the council appoint its water board and
instruct them lo proceed along business-like lines, ac
cording to our city charter, to secure an adequate and
proper supply of water for the use of the people of the
City of Bend.
