milady's street "costume this spring.

suits developed trom both light and
heavy weight toweling, barred In
white and banded at peplum,' collar,
and cuffs with gay shades, such as
rose, tangerine, porcelain blue, jade,
or topaz. " V
Other models nre barred in these
colors and are very gay indeed when
worn with little turkish towel tur
bans to match,-with white oxfords
flaunting colored laces, and even a
handbag to match.
These nulls are cut very much as
are the earlier spring models of trico
tine and gabardine. The majority
have the loose, unbelted Eton jacket,
although a few basque-like models
with shoestring bolts of the prevail
ing color are worn.
Those suits made from the plain
white toweling often have a splash
of embroidery .on collar, cuffs, pock
ets and lapels. The embroidery is
done in heavy wooden' bends or mo'
talllc disks, as only a very heavy em
broidery would show from the thick
nap of the goods.
Towel effects are equally good in
separate skirts and drossos. Tho
skirts are generally cut circular and
may have a bias band of contrasting
color about pockets and the' bottom
of the skirt.
A few color effects as especially
noted were jade green barred with
orange, tnngerine with black, blue
with' gold, black and white, purple
and taupe, and cherry and black.
- Street and sport dresses devel
oped from toweling are often com
bined with harmonizing or contrast
ing organdie or voile. One striking
model is shown of black and white
toweling combined with cherry or
gandie. The organdie is used for
the convertible choker collar, a finely
tucked vestee, and tight leg o'mutton
sleeves. The vestee falls over the
skirt with hip length front and back
panels.

Majority of Defectives Among Men,
Survey Completed By The Cni,

EUGENE, Feb. 12.' There' are
more than twice as many boys as
girls who' are retarded in school in
Deschutes county and more than
three times as many defective men
as women, according to the recent
state survey made through the Uni
versity of Oregon extension division
ty Dr. Chester L. Carlisle of the
United States public health service.
.The teachers' referendum shows
29 boys and 11 girls, a total of 40
children, who are over age for their
grade. Of the 171 dependent adults,
127 are men and 44 are women.
'According to the'report, there are
four boys and one girl in the county
who are entitled to relief under the
crippled children's law. '
In the cases where children .are
over age for their grade, 10 boys and
four girls are mentally deficient, four
girls were handicapped " by being
kept home to work, while four cases
are attributed to the loss ot one or
both parents. Including divorce; two
to parental indifference to the child's
welfare, two to hereditary and con
stitutional inferiority, and one to the
tack of home training. .
The greater majority of the handi
capped adults are classified as delin
quent, there being 96 men and eight
women so classified. Twelve cases
are listed as mentally deficient and
51 are listed under unclassified
causes. :-. ' '
A few cases are assigned to both
mental deficiency and delinquency
and crippling physical handicap with
dependency.
