action in selecting team captains' and
tnining their acceptances, my hat is
off to Majors H. J. Overturf anil H.
A. Miller," said Mr. Schouboe. "The
fact has been brought home to me
most forcefully that the character
istic 'do it now' spirit that has made
Bend one of the most distinctive cit
ies of Oregon is the resuTt of the pub
lic spiritedness and willingness of its
individual citizens to put their shoul
ders to the wheel when the call for
service is sounded.
"Following adjournment of the
membership meeting yesterday at
noon, the two majors were apprised
of the fact that they would be ex
pected to line up six team captains
each as soon as possible. Imagine
my gratification when both these
gentlemen reported to me before 4
o'clock that they had obtained their
12 captains. The captains who are
to serve in the White division under
Major H. A. Miller are as follows:
N. H. Gilbert, J..B. Miner, - M. W.
Wagner. Ashley Forrest, H. S. Royce
and L. O. Taylor.
"The six captains of the Blue di
vision to serve under Major Over
turf are: ' A. J. Goggans, H. E. Al
len, N. G. Jacobson, J. Edgar Purdy,
L. M. Foss and M. P. Cashman.
. Many Workers Enroll.
"At the luncheon yesterday 48 of
those present signed workers' cards,
agreeing to serve on teams during
the canvass for memberships and
service fund pledges. These work
ers will be asked to serve only two
hours a day for three days, begin
ning Monday, November 8. Teams
will start out at 9 o'clock on the
mornings of those days and will meet
at noon for luncheon and report. A
list of suggested workers has also
been prepared by members of the
different committees and from these
enough men will be selected to build
each of the 12 teams to a working
strength of four or five men. - -
"I am also gratified to report that
the women of Bend are evidencing
a marked interest in the success of
the campaign and it is more" than
likely that the field organization will
be augmented by at least two teams
of women workers." '
The preliminary details of the
campaign are moving along at a
splendid rate also, and Office Man
ager George Everson said today that
already more thnu 1200 names of In
dividuals and firms of Bend and im
mediate vicinity huve been Included
in the "prospect" list. The individ
uals and firms of this list are to be
invited to join in the movement to
build a large, modern civic-commercial
organization to represent all the
community interests.

This taxpayers of Portland and Multnomah County aro not only willinp; but
anxious to provide the Port of Portland with needed funds for dredging our Iliver
Channel to the sea. The Committee that formulated what is known as tho Port
of Portland and Dock Commission Consolidation Bill under tho numbers 310 lind
311 on the ballot insisted,- however, upon weighting down the measure with uiv
enormously expensive real estate scheme, and by a formal vote turned down tho
request of taxpayers that the Swan Island scheme and tho IUvcr Channel schemo
be presented as separate measures. Refusing to bo forced to swallow something
they cannot approve, Multnomah County is expected to vote adversely to tho
whole scheme by an overwhelming majority. Having done this, they will then bo
ready to vote for any needed amount for improving our River Channels. A Com
mittee of the City Club has submitted a detailed analysis of the measure showing
that it means an ultimate expenditure of at least $40,000,000.
Our Chamber of Commerce and other civic bodies with all of our river pilots
and steamboat owners and other have protested against it. At least twelve form
er and present members of the Port of Portland and the Dock Commission have
declared against it. A majority, if not all, of our City Commissioners oppose it
The Committee of 15 itself that drafted tho measure is divided.
The Taxpayers of Portland Appeal to You,
In a spirit of fair play to save this county from the imposition upon us of Huch an
overwhelming and paralyzing debt as this measure contemplates. It would be
deemed offensive if we. gave expression to what we believe to be the selfish and
ambitious political motives that i inspired the measure which is submitted
with a distinctively deceptive title.
We simply appeal for fair play and a decent consideration of the hopeless
plight in which this community will find Itself if tho measure carries. As citi
zens of outlying counties who will not have to pay a dollar of the debt imposed,
we appeal to you to consider what would bo your feelings if Multnomah County
should try to impose a similar burden on you. Our Interests in a general way
are mutual.
It ts our sincere judgment that the success of this measure will seriously re
tard, instead of promoting, the development of this port and that the state at
large will in return suffer severely as a consequence.
