TAMPICO. March 12. When
President Carranza issued his recent
decree allowing the -esumptlou of oil
well drilling under provisional per
mits, he did more than relieve the
tension that had arisen over the
Mexican-American . oil controversy.
He permitted a glimpse into .Mexico's
future as an oil producing uatlon.
Mexico's oil resources hav barely
been scratched, according to author
ities in Tampico. f
Today Tampico Is preparing for
another boom. Taking advantage o

here and at Tuxpam are applying to
the government for -permits, - new

and It appeared under the title "Torn
llnson" In January, S!2: but between
the coming of the typewrit ten sheets
and the nppeurunce of the printed
poem a good many things happened
to the mnnusrrlpt, some due to the
author and. some to the editor. One
Imagines Mr. Henley editing Mr. Kip
ling, a situation which the author an
ticlpated; for against certain Hues he
had written' admonitions und ' dire
threats, although there Is no evidence
to show whether Mr. Henley let the
lines stand because he liked them or
because he was terrified. In another

Mr. Kipling first wrote the poem

man. but when he saw It In proof he
altered the phonetic spelling. Which
