Though we believe that the State Legislature, now In special session in Salem, should confine Its work to the emergency subjects for which it was called together there 'is' a matter which should be given attention If any not listed by Governor Olcott re taken up. We refer to extra com pensation for service men. of as great emergency Importance as any in the governor's program. ' At the special election held last year the people passed a measure "providing payments for soldiers, sail ors and marines who sought' further education. As a result of that law many bonafide students are being helped through school and college. Right here In Bend are men who are getting the benefit of high school classes, but unfortunately through out the state there are many who are using the act merely as a means of getting money, not education. The condition baa been well outlined by the author of the bill. Senator Pierce of La Grande, who now seeks reme dial amendments to give the law its true purpose. " This law, which is found to be so defective, is open to the further ob jection that it is really benefitting such a small proportion of the ser vice men. There can be no criticism of its original ' plan of furnishing means for an education, but why should Oregon make provision in this way only for men who want" more education? ' Such ambition is wholly praiseworthy, of ' course, but Is the state in recognizing its heroic sons to limit" Itself to' those who would be. farther educated? " "Other states have generously re warded their returned soldiers. Ore- gori provides schooling for a Yew and to date, a medel farm for an officer with capital. ' Wilt she hot come for ward now 'to make some' material provision for all the. others? None went to war for any reward." Many made sacrifices which 'can" never be repaid. ( Everyone, had the most iuej iiaTe come oacK to a world where the dollar goes bift a short way? ""Many are in acute need of help today and "a feWbundred dol lars would te a God send. Will Oregon help them? . PinnlinRhumos-- - W . . J ,. v.c-si TT Thrift. .The sanest thing on earth is thrift; it, is the slogan of the wise; without it human beings drift to joints where paupers swat the flies. .All workers now are in demand, there's no excuse f ov idle lads ; employers in the market stand and, offer forty kinds of scads.- Work brings a lordly recompense, such as it "never brought before; no delegate with, any sense will let a wolf camp by his door. It's har vest time for those who wish a bank account to rear and raise, to put some money in. a dish, and save it for the rainy days. Said rainy days are bound to come, with wailing winds and heavens dank ; then happy he .whet .has a sum of kopecks salted in the bank. It matters not how. much you earn, if you believe, and think, and say, that coin was merely made to burn, to throw at birds, and fool away. What profits it to shed your sweat, and through the long hours toil and spin, if you are evermore in debt, and dodging bailiffs and their kin? Be thrifty now, .while money flows to every till in tinkling streams, and be prepared for Fate's hard blows, and spend old age in pleasant dreams. k Robert E. Smith has resigned as director of the war loan organiza tion for the Twelfth Federal Reserve district to devote aH his time to Tils private business affairs. As manager of moBt of the Liberty loan drives in Oregon, Mr.- Smith' made an envi able record and hosts of friends who will wish him well in his new undertaking. " From the reports given at today's Commercial club meeting It seems apparent that the Irrigation congress still lives up to its name. Expedition is said to mark the spe cial legislative session. What,, the people want is expedition away from Salem as well as in it. ' COMMUNICATIONS. ; RETAIL CLERK WRITES. To the Editor: : ' There appeared 'in Monday's Bul letin an' editorial asking "that the public be'given' the teason for the action taken by the clerks in regard to hours and the fine for their non observance.":" '' ' ' ' '' ' Tbe clerks' still stand, as stated at the meeting at the Pilot Butte Inn a few' weeks ago,: ready to Berve and render the be'st service to the buying public; " id- their employers' and to themselves. It is with a spirit of co operation that this action was taken. After 'a ' very careful canvas of be, various organizations' representing over 76 per cent ' of the purchasing public of Bend we found that the people had bo adapted themselves to the opening and closing hours of the past year, that they 'were perfectly satisfied with the working and open ing conditions. It may be state on authority that 50 per cent of the merchants are ready now to agree with the hours of the past year but with due consider ation to those who believe their bus iness will be benefited with an ear lier hour, the clerks have asked that the merchants meet them as an org anized body. In this way some plan which we trust will b of bene fit to all concerned will be adapted. Until such an organization is com pleted it is advisable, in order to pie serve the eight hour day. that clerks observe the, same hours as they have in the past. Since the first of the year we have' had clerks who have tried the earlier hour but find it al most impossible to leave at the five o'clock hour but this difficulty and others may be overcome when the organization of the merchants is per fected and clerks, merchants and public can all pull together.
