REASONS FOR THE THIRD RED
CROSS ROLL CALL.
During the War tbe Red Cross held
two campaigns each year, tbe war
Fund Campaign and the Roll Call.
There will be no more War Fund
Campaigns unless there Is another
war.
The Red Cross will hold every
year a RED CROSS ROLL CALL
nt which time the American people
will Indicate their belief in the ideals
of the American Red Cross and their
support of its work by enrolling as
annual members at the nominal
membership fee of One Dollar.
. The outstanding reasons why
every patriotic and public-spirited
American citizen will wish to join
the American Red Cross during tbe
THIRD RED CROSS ROLL CALL
may be summarized briefly as fol
lows:
1. The War Task of the Red
Cross is not yet Fully Performed.
To men still in service, and to
their families at home, to discharged
soldiers not yet fully adjusted to the
routine of civilian life, to boys suf
fering or convalescing in Military or
Naval Hospitals, the American peo
ple still give cheer, comfort and ser
vice through their Red Cross.
In certain portions of the Old
World the American Red Cross still
feeds and clothes the undernourished
and ragged babies, cares for the
aged and the infirm, and assists the
people of these disease-ridden, famine-stricken,
war-ravaged countries
to organize their own resources.
Since the signing of the Armistice,
this work has steadily declined, but
It is not by any means fully com
pleted. 2. The Red Cross is the Disaster
Relief Agent of tbe American Peo
ple. The speed atod efficiency with
which the Red Cross met the emer
gency needs in Corpus Christ! and
vicinity gave a striking illustration
of the value of nationwide Red Cross
organization, and furnished convinc
ing proof that we cannot afford to go
back to the pre-war basis when all
Red Cross disaster relief was ad
ministered, from Washington, D. C
In case of disaster, whether it be
small one due to forest fire in the
Northwest or great Mississippi Valley
flood, the first effective relief will
hereafter come from nearby commu
nitles, working through their Red
Cross Chapters which are part of the
disaster relief machinery established
by congress in 1905.
3. In case of Epidemic Local Red
Cross Organization is IndlsDensabln
During the epidemic of Influenza
last winter many thousands of lives
were saved by Red Cross action and
co-operation, which was possible only
because the Red Cross was fully
organized for local service and na
tlonal co-operation In every commu
nity In the United States. Against
a possible recurrence of influenza
this winter and against a danger of
epidemic in the future a continued
universal membership in the Red
cross is essential.

Owing to the changed social and
economic condition followlne th
and the necessary adjustments that
must be made by the nation a
whole to meet these conditions, the
Red Cross is confronted with new
responsibilities which must be din
charged with the same enerev and f
fectiveuess as were those occasioned
by the war.
In addition to carrying on the al
ready established system of national
international relief in mitigating the
nut faring caused by famine, fire
floods and great national calamities
there is a stronger nonular demand
for the Red Cross to co-operate with
all recognized agencies, both public
and privafe, In the conservation
human health and hanniness.
In general the scope of the service
or the. Red Cross, In addition to the
regular disaster function and co
operation with the military and
unvai rorces will be directed to as

PROPHECY
The prophets afflicting are always predicting
that evils are coming to pass; the oil we are pump
ing is billed for a slumping, and soon we won't
have any gas. The prophets are wailing that coal
mines are failing and soon we'll have nothing to
burn; we'll sit up and shiver from wishbone to
liver, and wish that old times might return. Our
lands are exhausted and husbandry's frosted, and
soon we'll have nothing to eat; there's not enough
leather to make a good tether, and there'll be no
shoes for our feet. The sheep are not bearing the
wool for our wearing, and we'll have no rags for
pur backs; it's no world for boosters; our hens
are all roosters, our milk cows won't give down
to tacks. The gods are against us, they ve herded
and fenced us preparing to hand us a jolt; the
future's alarming, so let us be arming, for anarchy,
riot, revolt. And yet we're so silly we heed not
the chilly and ominous words of the seers; we're
joking and playing while doing our haying, and
yipping and wagging our ears. The talk of dis
aster, it seems, cannot master the natural pep of
the soul; we ought to be drooping, but gay ly we're
whooping while laying in cordwood and coal.

This means a great national pro
gram which will find expression in
many communities in such activities
as public health nursing, educational
classes in home nursing, dietetics
and first aid, extended home service,
co-operation of school children
through Junior Membership, and
other activities later to be authorized.
The American Red Cross is still
an emergency organization. It must
be realized that there Is such a thing
as a continuing disaster; thousands
of babies under one year of age die
unnecessarily in the United States
every year; thousands of mothers die
unnecessarily in child-birth; it Is
still possible for an epidemic like in
fluenza to take a toll within a com
pass of a few weeks five times
greater than the losses of our na
tion in a year and a half of war:
hundreds of thousands of people In
the prime of life die In the United
Slates every year from wholly pre
ventable diseases. This is nothing
short of a disaster which Is a continu
ing one and will be permanent unless
the people co-operate with one ano
ther to use the knowledge anil
wealth already in existence to bring
tire nation Into a better day. Many
agencies are already at work on
these problems. The Red Cross will
not supplant or compete with the ef
forts of any established and effective
agency, public or private. But the
Red Cross, through Its millions of
members comprising every element
In every community, many of them.
themselves, the victims of the foes
that cut short human life and rob It
of its sweetness, can serve nation
and community as can no other
agency in supplementing, reinforcing

The League of Rod Cross Societies
of all nations hits been formed,
through the Inspiration of the Red
Cross achievement of the United
States. This League has no executive
power whutever over tho Hud Cross
of any nation, but will extend Into
every nation the benefts of a na
tional, voluntary Red Cross Society
on the American model, 40 deal with
problems of heulth and child welfare
and to cope with tho relief problems
that are so pressing over so great a
part of the earth's surface. Through
these organizations many nations
will meet their own problems' which
would otherwise be appealing to
I America for relief and assistance.
