LET'S COOPERATE.
In an effort to improve sanitary
conditions in the city, the health
committee and the city physician
have recently investigated a number
of complaint and also made inspec
tions on their own initiative. Where
conditions have been found bad
changes have been ordered, with the
result that improvements have re
sulted. -
The ideal -arrangement would be
frequent house to house inspections,
assuring a visit to every residence in
the city several times a year, pre
ferably in the summer. But, unfortu
nately,' funds to provide such work
are lacking and the best that can be
done is the sort of thing now being
carried on.
Proceeding on the theory that the
city health officials are remiss in
their duty and even that they can
be "bought" off from doing their
work properly, a citizen has re
cently written the state board of
health complaining of conditions here
and naming a particular locality as
needing attention especially. Un
fortunately, however, the place
named does not exist, the writer ap
parently having Btreet names mixed
so that it is impossible to locate it.
That, though, is a minor detail. The
writer of the letter, who refrained
from signing it, can get the names
right and the facts before the health
officials if Bhe wants to do so. If
this is done we are confident that
the necessary steps to remedy the
condition will be taken.
Lacking funds for a health de
partment, the people of the city have
just one way to obtain improved
conditions, and that is by coopera
tion with the unpaid health officials.
They are not being bought by anyone
interested in keeping the city in bad
condition. Their own interests lie in
making Bend a good place to live in.
If someone has a complaint to
make, let him make it. If he thinks
the city officials are not doing their
duty, let him complain to The -Bulletin
and we guarantee a thorough in
vestigation and report. If desired
names will be withheld.
Let's cooperate to make Bend a
healthful city.

again visits his village and pretty
Pansy O'Neill, who has Inherited, the
circus from her father, is left In the
town to stay with an old ex-clrcus
woman, Lotta Crust. Then her
guardians, two crooked circus men,
go on with the show, thinking that
they can iake all the money that
belongs la Pansy when she is out of
the way. Jimmle and Pansy fall in
love and Jimmle decides to look after
Pansy. When the circus men return
and kidnap Pansy and try to force
her to marry one of them, Jimmle
follows to the circus, grabs the mar
riage license at the opportune mo
ment and leads them a pretty chase
about the circus, doing stunt after
stunt as he eludes his pursuers. In
cidentally, he wins Pansy In the end.
Anita Loos and John Emerson,
who wrote the story, performed their
task with uniiHUul skill, and Gardner
Hunting wrote a scenario that fits
Fred Stone like a glove. Donuld
Crisp, assisted by Nat Deverlch, di
rected the picture with grent euro,
and a splendid company supports
Mr. Stone. Ella Hull Is alwayu
charming and pretty and as Pan By
O'Neill she displays remarkable dra
matic talent. Others who have Im
portant roles are Sylvia Ashton. Lus
