VALUATION AND CITY TAX.
We trust that our readers will
bear with us in our frequent refer
ence in this column to city financial
matters. Our excuse is that the sub
ject is one of the most important
now before us and that it should be
thoroughly discussed and settled
properly. For that reason we are
taking up today the report of the
Commercial club valuation com
mittee and its bearing on the pro
posed plan for a tax to pay off the
present warrant debt.
The report of the valuation com
mittee as told in the Bulletin on
"Wednesday was to the effect that
assessed valuations in the county
were found to be from 11 to 4S per
cent, of the actual value. The per
centages for the various classes of
property were as follows:

If these figures are correct, or even
approximately so, ft is clear that the
various classes of property listed,
when taken all together, will have
paid an unequal share of the county
taxes. Such of them as are included
in the city of Bend have paid, also,
an unequal share of city taxes. Or
more specifically, Redmond has paid
a higher proportion of county taxes,
relative to actual values, than has
Bend; and in Bend merchandise
stocks have paid a higher share of
city tax than real estate and
improvements.
: Leaving, however, for the time be
ing, the question of inequality and
its adjustment so far as it relates to
county taxation, let us consider the
matter from the single standpoint
of Bend's finances. Two propositions
have been made for the settlement
of the municipal muddle. One is
for bonding to pay off outstanding
warrants, the other, favored by the
labor council, and the Commercial
club for a tax levy high enough to
pay the bill and enable us to go on
with a clean slate.

they, as stated above, have paid less
than their share of taxes. On a new
and proper valuation It a tax were

any other class of property owner.
This would be a reason why they
would prefer a bond issue since they
would expect to reduce their hold
ings by sales and the debt curried
forward in the shape of bonds would
be paid by the lot purchasers.
We have urged the adoption of
the tax plan, not because we wished
to see an particular class of prop
erty owner injured, but because we
believe that property values in the
city would easily stand the tax that
would be necessary. The work of
valuation committee confirms this
belief by showing how large our real
value actually is. Two Ideals now
present themselves. One the valua
tion of all classes of property on a
uniform basis, and the other the
levy of a sufficient tax on that valu
ation to pay our bills.
The man In Portland who told
Peter B. Kyne that he would prob
ably run into a lot of snow it he
came to Bend may know .his Port
land and his Columbia highway, but
he is painfully ignorant of Central
Oregon. Perhaps he is one of the
kind that think in winter there are
only two alternatives, rain in the
valley and snow up here. He's right
so far as the rain is concerned, but
on the snow dead wrong. Wo have
the sunshine.
It may1 be that in general Bend is
unsociable, as suggested by the
author of the verses printed in yes
terday's Bulletin. The athletic club,

ALFALFA SEED ORDER
TO CLOSE TOMORROW
One hundred and ninety 'farmers
in Central Oregon have ordered al
falfa seed through the First National
bank this year, making a total 'of
24.000 pounds which will be pur
chased. The order will be closed to
morrow night. When the opportun
ity of acquiring first duns seed was
first offered, the officials of the bank
considered that 5000 pounds would
probably be the amount desired.
EXPLOSIVES ORDER
MADE LESS DRASTIC

be required to take out licenses, with
the exception of uHen enemies, to
whom the ruling of July, 1918, still
applies. This information was re
ceived by the county clerk today from
the bureau of mines.
