THE RULES COMMITTEE.
The report from the rules commit
tee of the council, presented at Tues
day night's meeting and printed In
The Bulletin yesterday. Is a slap' at
Mayor Eastes, the Commercial club
and the Central Labor council which
is wholly uncalled for.
The only matter of city business
which has been discussed by the
Commercial club since the present
council took office is the question of
city finances. The matter was
brought before the club by Mayor
Eastes, who had previously proposed,
without objection by the . council
that this be done. He also asked the
advice of the officers of the Central
Labor council. Thereafter, commit
tees from each body met with a com
mittee from the council, again with'
out objection. This joint body con
sidered the financial condition of the
city and, we believe, voted unani
mously to ask for further instruc
tions from the Commercial club and
the Labor council. One of the rules
committee, who signed the slap at
the mayor, took part in the meeting
and to all appearances acquiesced
in the idea of having representatives
of the business and organized labor
interests of the town advise how to
meet our financial needs.
Now we have the rules committee
report insinuating that the business
of the council is being transacted at
the Pilot Butte . Inn meaning by
the Commercial club though why
the Central Labor council, which has
been joined with the club In every
city matter, should be omitted from
the criticism we cannot understand.
So much for the facts. The con
clusions to be drawn from them are
that the city council, or at least
three members of it, consider them
selves the supreme dictators of our
municipal affairs and that they want
neither the advice nor the assistance
of any other citizens in our city
management. This is rather a high
horse to ride. We wonder if they
really mean to ride it. ,
Members of the city council, it is
true, are the elected representatives
of tho people, but once elected they
are not expected to ride rough shod
over the wishes of the people who
elected them. The council is a neces
sary body to attend to details of city
government and to translate into
ordinances the wishes of the people.
It should feel satisfaction, we believe,
to have popular assistance in its
work. Its job Is a thankless one.
For the most part the people leave
It alone and let it work unaided.
When aid Is offered, especially after
being asked, it would seem churlish,
to say the least, to take such position
as the rules committee has taken.

Now aristocracy, my friend, has features in Its favor,
And you and I well know that all things best quite savor
Of aristocracy,' which means refinement, culture, breeding
And kindliness which binds up wounds ot mind or body, bleeding;
Has open-minded fairness tree, and quiet hospitality
That clasps the hand and warms the heart with understanding sympathy
But thoughtless striving for a state, regardless ot true' meaning,
Accomplishes but little, while a surface air demeaning.
A land quite new to white man's hand, and hurrying civilization,
Should offer fair, square 'vantages to all without discrimination;
A democratic principle for your and my belief:
"Accept each man an honest man 'till he proves himself a thief."
There is one man who takes my hand, it's part ot his profession,
