Have you ever stopped to consider
the real significance TO YOU of the

rives a change will be made in the
banners advertising his coming now
carried by local delivery cars. If
not, we may some day expect to find
ourselves famous in his writings as
the town which is noted for super
fluous ease.

the legislature are now virtually
agreed that state aid must be re
moved and that the application of the
compensation act . should be made
compulsory.
The state aid will be removed for
two years at least, that is certain,
and the other features of making the
act compulsory will . probably be
thrown over to the people for their
decision. Whether or not state aid
will be permanently removed will
also probably be left up to the peo

take care of. This involves some
rather careful handling if details, but
it has been determined that it is up
to this session to oil the machinery
to make the amendment workable
for all time.
Finances I.cs Involved.
To take the big problems up briefly
one by one. It may be said in the first
instance that the financial problem
is well "along toward solution. The
ways and means committee now has
bout $1, 000, 000 cut oft from the
budget requirements with a long
road yet to follow, and many places
where slicing may be done along the
road. In cutting out these things
it may be remarked that the higher
educational institutions are going to
be kept very nearly down to an
actual millage basis by the present
session. Very few new buildings will
be allowed for any state institutions
and a number of seemingly useless
functions will 'be done away with.
The work of the ways and means
committee may be entirely upset It
some radical sort of a consolidation
program comes along and requires a
general readjustment, but whatever
occurs, the committee' now -has the
situation well enough in hand so
that tor actual state needs, as set out
in the budget, It will be able to keep
the legislature inside of the amend
ment. Of course, it the legislature
insists on enacting a scad of approp
riation bills outside of the budget
requirements, that will be another
story, as Kipling remarks, and there
may be some decided difticuities to
encounter.
Plans for Soldiers Chaotic
As to reconstruction, that is still
in a chaotic stage. Both, houses
have a special reconstruction com
mittee and in each house a land set
tlement bill has been received. One
in the senate from Eddy applies to
soldiers and sailors alone, provides
for an appropriation of $500,000,
and is a replica of the measure of
Secretary of the Interior Lane, which
gives two alternative plans for land
settlement, one by the state furnish
ing the land and the government

In the house Richardson has a bill
which provides for laud settlement
for all alike, whether soldiers, sail
ors or citizens of the United States
only. His plan carries an appropri
ation of $210,000 and provides for
the equipping of farms, much as the
second alternative in the I'ddy bill.
Both of these measures are before
the reconstruction committees. Tho
reconstruction committee of the
house has also secured passage of a
resolution calling upon all of the
peopje of the state having ideas along
reconstruction lines to submit them
to the committee in assisting It to
frame some general plan of legis
lation. .
The highway programme has so
far been made rather uncertain by
the appearance of many bills hit
ting at the patented pavements, and
royalties, and what nots, and not
going at the heart of the situation,
that people really want good roads.
Will Double Licences.
In a general way It Is safe to pre
dict that automobile licenses will be
at least doubled; that a $10,000,000
bond issue will be decided upon; thut
probably a tax of one cent per gal
lon on gasoline will be imposed and
that the legislature will not attempt
to change the present highway map
but will go ahead and complete the
trunk lines first. If tills is done three
or four roads will be constructed In
and out of Bend. This much was
made plain by the highway commis
sion when it appeared before the leg
islature and the commission told the
body that its plans involved the
east and west and north and south
roads out of Bend. '
Much has been said of consolida
tion. What is to be done in that
line can better be told later, and will
be deferred for the present until
something more definite appears.
Sufficient to say that the committee
is busy and so far there has ap
peared very little opposition from
the usual state house lobby.
