To legislation which shall bring to a settlement the public lands question, and the greater develop ment of Oregon's natural resources .Including the development of water power, reclamation of arid, swamp and logged off lands. 11. To the organization and mobi lization of all Industrial forces, with a just and proper consideration of the rights of labor, which shall guar antee coordination of American ef forts during the war. - 12. To legislation that will permit resources of the great west and Alas ka to be used, at the same time being careful that these natural resources are used economically, 13. To the removal of the misun derstanding and opposition on the lart of the federal authorities which lias restricted Oregon's commercial expansion and retarded her indus trial development. Develop Shipping Ports, ' . 14. To the development of Ore gon's great shipping ports, through federal Improvement of waterways end harbors; the maintenance of a merchant marine on the Pacific Ocean, and a just recognition on the part of the federal government of the 'Importance, value, commercial and Industrial advantage of Oregon's lo cation, situation and harbor and ship ping facilities. 15. To a policy of conservation and reconstruction which shall insure our national integrity, honor and commerce and the moral and civic purity of our people, which is typi fied by a conscientious and moral ob servance of true Christian civiliza tion. 16. To have that high regard and consideration for the interests and progress of humanity and the nation at large, which should actuate the motives of every public man. As to why he was a candidate and in respect to the issue raised, and in presenting bis declaration of prin ciples, he said: Declares Principles. "The great national duty of the hour is effective, intelligent and pa triotic support of the government in a vigorous and successful (prosecu tion of the war against Germany and her allies.. "The obvious political and com mercial need of Oregon Is compe tent and resultful representation In Congress at Washington. "I pledge myself, if elected United States Senator, to respond to every appropriate call upon me for service to my country and similarly pledge myself, if defeated, to perform, to the limit of my ability and opportunity, every task which may be ollotted to me as a citizen. I have sought al ways to do the latter;! hope I shall during my campaign be able to con vince the people of Oregon that it is to the general interest for them to do the former. I do not assume that I have greater capacity, diligence or understanding than others; but I know, as all know, that there are many things to do which have not been done, and which I think I can help do. For these reasons I offer myself to the people of Oregon as a candidate for United States Senator at the Republican primary In May. Is a Native Son. "I am a farmer and a stock raiser. I am a native son of Oregon. I have had a modest part fn its Industrial, commercial and political life. I have had personal contact with some of its problems, and I have had; a definite and growing Interest it others; and I believe I know as well as another what Is needed for development of the state's mighty resources. There should be helpful national legisla tion, an end of administrative neg lect and discrimination, and a vigi lant and persistent presentation, be fore legislative and executive depart ments of the federal government, of Oregon's deserts and wants. "I expect, If elected senator, to serve at all times every proper In terest and to be at the command of every citizen with a rightful claim on the government's attention. I hope and expect at all tlmeB and In all practical ways serve the whole public, so that there would ho longer be a necessity, when a crisis or emergency arose at Washington of concern to Oregon, for Chambers of Commerce or Commercial clubs, or public bodies of any kind, to feel ob ligated to protect their Interest through "private and unofficial rep resentation. I shall also expect my acts to advertise me and my service, and I should not seek undue pub- llclty before olthor action or accom plishment. "I understand full wall that the people of Oregon will not eUvt mo , senator, or to uny office, unless there j shall be good reasons for their nc tlon. They should not, and of course ! they will not, grant mo their favor j bot-auso I desire It, or ask It, but they will, and they should, prefer thai candidate who soenis to them cnii servo them best. If the nature of 'any duly or servlco Is thoroughly studied and well comprehended, it is already partly accomplished. Well Acquainted With State, "A senntor should be well Inform ed as to every phase of Oregon's present development and future pros pects; and he should have the wish, the will and the knowledge to act promptly and fearlessly on every oc casion. I believe I know what should be done for Oregon, and I know the people know that much can bo doiio that has not boon done, and I hope to convince them that I am suffi ciently well equipped to perform the important duties of the senatorial of fice. "In that spirit and with complete confidenc in their good judgment, and with an abiding faith that tholr decision will be correct, whether it Is for or against, I submit my cumll dacy to the Republican voters of Ore gon, as later I shall submit It to the wholo people If duly nominated. "I would like to cite a few In stances of the wrongs dona Oregon: Cites Wrongs to Oregon. "Oregon was one of the first In supplying volunteers for the national army, but our boys must train at cantonments located In other states. Oregon was prompt In complying with the selectlvo draft, but the train ing camps are located In other states. "Oregon patriotism was shown in being first 'over the top' with Liberty Bonds, but her money is spoilt in the markets of other states. "Oregon is doing her utmost In building ships for war needs, but the hulls must be taken to other ports for the placing of equipment. "Oregon was first in furnishing spruce for aeroplanes, but no aero planes are manufactured in Oregon. "Oregon was among the first. If not first, in subscribing her allotment in the Red Cross funds; In raising her Soldiers' Library fund; in raising her army Y. M. C. A. fund, but Ore gon has neither cantonment, training camp, divisional headquarters, navy yards nor military market. "All these thingsehave taken from the Oregon laboring men the right to participate in the payroll which he and the wealth of his state have provided. "Oregon whole heartedly complied with the appeals for food conserva tion and food production, but Ore gon's wheat growers and food pro ducers were penalized 20 cents a bushel for living In Oregon. Too Much Red Tape. "The commerce of our ports of the lower Columbia river, the greatest ports In the world, is retarded and strangled by red tape and federal in difference, misunderstanding and ap parent prejudice. The Immense food supply from the 'great storehouse of the Inland Empire comes rolling down a water-grade to both fresh and tidewater harbors, but for all gov ernmental purposes is diverted over mountain ranges to another port. All purchases of grain and hay for army purposes are made on the basis of Seattle delivery, thereby reducing the Oregon producers' price the amount of the'added freight. "Oregon is one of the largest con tributors to the reclamation fund of the United States, yet our arid lands lie idle and undeveloped while other states are richly endowed with ap proprations from the fund to which Oregon has so materially contrlb uted. "Much of the wealth of our for ests, mines, rivers and harbors Is locked up under a rigid fed era I su pervision that makes development Impossible. Oregon Still "All Right." "Oregon has ben exploited to ben efit other sections of the nation and representation in thu national con gross is needed that will fight In cessantly and untiringly for Oregon and her people. "Oregon farmers are forced to go to Spokane when In need of a farm loan from a federal farm loan bank.
