Officers elected at the final session of the Ore- eon Irrigation Congress in Portland Saturday include three Central Ore gon men. Jay H. Upton, of Prine- ville, was chosen president; H. W. Card, of Madras, first vice-president, and Fred N. Wallace, of Tumalo, sec retary. Bofh of the latter were re elected. D. D. Joslyn, of Jordan Valley, second vice-president, and Porter J. Neff, of Medford, third vice president, are also on the list of new officers. Resolutions declaring it to be the sense of the convention that the value of all permanent improvements, to gether with an estimate of the vlue of water and water rights owned or to be acquired, should be taken into consideration by the state commis sion in arriving at the values behind irrigation bonds to be certified, were adopted by the Oregon Irrigation Congress by unanimous vote at the last meeting. The resolutions as presented were strongly defended by J. T. Hinkle, president of the congress; J. H. Up ton, Fred F. Ooelscher, H. W. Card, C. L. (Farmer) Smith, J. P. Newell and M. J. Lee. They were unani mously agreed that the available wa ter to an irrigation project, whether ' or not it was owned or was to 'be ac quired, was a material element that should tie taken into consideration "by the state authorities in placing a valuation on the project and which should form the basis for determin ing the amount of bonds that would be certified. Other resolutions were adopted urging die co-operation with the lrrl Igationists of those in government au thority in all efforts to bring water upon arid lands, petitioning the Gen eral Land Office to arrange for the Immediate, opening to settlement and development of Irrigable lands in cluded within tho Oregon & Califor nia land grant in Southern Oregon', agreeing to meet annually in joint 'session with the Oregon Drainage As sociation, commending the work of the Desert Land Board in continuing the correction of defects in tho Tum alo project, and deploring the circu lation of unfounded criticism con cerning any Irrigation project now x-onstructcd or under- contemplation. Several other resolutions prepared Tor the joint consideration of the Irrigation Congress and the Drainage Associated were also acted upon fav orably. Principal among these was one requesting that the federal gov ernment "In lis control of transpor tation facilities give priority to ship ments of materials needed In . con struction of irrigation and drainage projects. Madge Kennedy, the famous come dienne of "Twin Beds" and "Fair and Warmer," makes her first appearance as a motion picture star In Margaret Mayo's rollicking farce comedy, "Baby Mine," which is the attraction at the Liberty Theatre on Tuesday and Wednesday. This production is the first comedy offering by the Gold- wyn Pictures Corporation, which has arranged a long programme of big productions with such stars, in addi tion to Miss Kennedy, as Mae Marsh, Maxine Elliott, Jane Cowl, Mary Gar den and Mabel Normand. "Baby Mine" has been elaborated for the picture presentation from a comedy that ranked as one of the most successful of recent years and which made a fortune for its owners and producers. The story is that of a young wife whose pleasure seeking inclinations cause her sober-minded husband to leave her. Madge Ken nedy plays the part of the wife, Zole, and Frank Morgan is the husband. To entice him home again, Zoie an nounces the arrival of an heir in the family. Alfred, who immediately rushes home, arrives earlier than ex pected and complicates the scheme of Zoie and her friends, Aggie and Jlmmie, to provide a baby from a foundling home. Jlmmie (played by John Cumber land) has to steal the baby from the home, and when the outraged mother of the child learns of the theft, Jlm mie has to get another baby from the washwoman, who has Just become the mother of twins.
