As It will be next to Im possible to get enough money from the general fund to do very much good, I think that we should be a! lowed to take advantage of the Han croft Act, and vote of the property owners will tell whether we want to pay for the Improvements or not. In saying what we did recently concerning the need of care in the use of the Bancroft bonding act as a means of providing funds tor local improvements, we did not have any pending or proposed project in mind. The situation created in Portland by the indiscriminate use of the Ban croft bonding law was receiving con siderable publicity and there seemed to be a lesson therein for any com munity in which the act might be used. Some of our readers have as sumed that the general propositions which we discussed had a particular bearing on the present plan to im prove Newport avenue, and Mr. Horn has come forward as a spokesman for the Newport avenue plan. Mr. Horn's letter, printed in this paper, In a way answers itself. While arguing for the particular need of the Newport avenue improvement the let ter assents to the general proposition that there are cases In which we should be careful in the use of Ban croft bonding for improvements. In asmuch as that was our only propo sition we are clearly In agreement with Mr. Horn on the general sub ject and we are glad to Join him on the particular Newport's need for improvement. The heavy traffic which it bears, coupled with last summer's dry weather, has made it an impossibility as a city street and a disgrace as a country road. The sooner arrangements can be made to put it in decent shape the better. Would it be proper to say that we are car sick? Sick of our treatment on cars, anyway. Do your Christmas shopping early. Were you a turkey gobbler? And the next day -tt rained. Shop early and ship early. COMMUNICATION. Editor Bulletin: Sir. In your editorials of Novem ber 23 and 24 issues, your comments on the workings of the Bancroft Act in Portland were very appropriate, as far as bonding uninhabited additions for expensive street Improvements that are of no use to anyone except their speculative owners, but I fail to see where the disadvantages of the act need be applied to Bend, and New port avenue in particular. There were- more houses built tributary to Newport avenue in the last year than there were In all the rest of Bend put together. The tonnage hauled on that street is greater than all the other streets running Into Bend and nearly all of ft Is Bend pay roll. Quite a share of the cost of the proposed improvements will go to ward taking care of the water that runs down Tin Can alley and the ra vine south of the brickyard. These ravines come together at the head of Newport. The water follows the street over half a mile and empties Into the Reed-Smith Mercantile Co. Palace Market. Logan Candy Co.' Mannheimer Bros.
