FIRE PREVENTION SURVEY.
Down at Salem is the newly estab
lished office of the State Fire Mar
shal. Its primary purpose is to help
reduce fire loss throughout Oregon.
That Is a campaign of direct inter
est and importance to every citizen.
'Whenever there ia a loss .by fire each
member of th community where the
loss occurs shares that loss, in some
measure. The property which is de
stroyed takes Just that much from the
wealth, attractiveness and taxable
value of tbe community. It lessens
business just that much. It is a
drag upon everyone.
And there is another important
feature. Each fire loss tends to raise
insurance rates in the neighborhood.
At the 'best, the heavier the fire de
struction, the less la the chance of
getting insurance rates decreased.
, This matter of insurance hits the
pocketbook of every citizen. Even
. if we do not pay Insurance ourselves
if it is possible to. bring about lower
" insurance for others we are benefited.
For instance, it the merchant can
. cut; down the .cost of his insurance he
wiU Ve. able to sell his merchandise
st lower prices, because his operat-
log expense 'will be that much re-
duced. . . - ,
In short, each and every one of us
wants to see fewer fires and Jower
- insurance rates. It Is to our direct,
selfish interest. , -
And the Btate fire marshal is in
business-to help us. He and bis staff
of -expert assistants are ready to co
operate with, any community which
wants to cut down Its 'fire loss, im
prove its fire protection and reduce
its insurance cost.
Recently the fire marshal has made
surveys of several Oregon commun
ities. The first town to ask for this
assistance was Salem. After a care
ful examination and study a report
was submitted to the city authorities
which told exactly what wae needed
to make Salem a better fire risk and
contained many valuable suggestions,
important both to the municipality
and its individual citizens.
Since then other towns haye been
surveyed, and the fire-prevention ex
perts have listed right now three
more communities which have asked
for assistance and advice, and which
will be visited and studied as quickly
as they can get around to it.
Bend can have this done, too,- if
Bend wants it done.
We believe that Bend will -vat-: it
done. ', " ' '
The service coiis t:oth!ng. The
results can do no ham and they may
lead to an Inestimable amount of good.
Such a scientific survey, by disinter
ested experts, can be pf greet value.
It will do the city good. It will do
all of us good to learn JdHt where we
stand, compared with other commun
ities of similar size, in fire preven
tion facilities. And if, through a dop
ing the suggestions of the fire mar
shal, after his men have studied
Bend, we can bring about fewer flreB
i and a lower insurance rate, we will
have accomplished a very great deal
We believe that Bend will want
this survey. And, while suggesting
to the city council the desirability of
asking for it, we are -venturing to
secure complete and full information,
so that the citizens of Bend may un
derstand In, detail Just what Js pro
posed, and Just what benefits they
ONE WAY TO WOO SLEEP.'

It In memory. Go as slowly as yop
can, recall every sight aud sound aud
perfume as you pass by. '
I have such a road of my own, tba
one l used to walk to school when I
was eight years old. I have started
out on it a hundred times when I
thought I could uot sleep, but I never
get very far. I come just about to the
old stone bridge over Damon's creek or
perhaps to tbe swimming bole, where
the willows dip luto the brown water,
but 1 never reach the eud."

"There are niuny things I would like
to say to tbo woman who intends bar
ing her picture taken." said a faniuua
photographer the other day.
Many women come to me and say:
"Of course you prefer taking actresses.
They must have mauy advantages over
those women who never bare time but
to give an occasional glance In their
mirrors.' This Is entirely a mistake.
Tbe conscious pose never makes a sat
isfactory portrait I would say em
phatically to tbe woman who goes to
have ber photograph made not to re
hearse her pose and facial expression
beforehand.
"I always Bnd It difficult to Impress
on tbe woman coming to my studio
that clothes and Jewels are of abso
lutely no account in a photograph. If a
woman comes to be photographed In
tbe clothes she Is used to wearing she
wlU feel at ease and therefore look ber
best -
"One of the curses of onr present day
civilization is the ever changing ques
tion of fashion. How much more civ
ilized were the. Japanese.' wlio realized
that the kimono was perhaps the most
perfect dress for women at all times
who only varied It with different bro
cades and girdles. Tbe photograph that
concerns Itself with clothes Is soon out
of fashion, and no matter bow good a
likeness of tbe face has been obtained,
the picture Is grotesque In a few year
because tbe clothes are passe."

Putting the Cat Out at Night.
Tbe practice of turning tbe cat out of
doors at night is as cruel as it Is un
necessary. No animal Is fonder vof
warmth and comfort and the pet's hap
piness certainly is not increased by a
night spent outside in cold and damp
ness. '
If as much energy was exhausted in
keeping tbe cat Indoors as too often is
expended in putting her out, bow great
would be tbe boon to human nerves
and unfortunate wild things! All fe
lines are normally nocturnal, and It Is
at night if ever, that a curb on tbclr
