WASHINGTON, Jan. 26. A na
tion without an executive and with
out a legislative body Is what this
United Statos may ho March 4, unless
constitutional sharks trying to pre
vent It, auccoed.
Sunday March 4th, is the death
day of the Sixty-Fourth Congress and
of President Wilson's first torm.
Three precedents are found In
American history in 1821, 1S49
and in 1877 tor adjourning Con
gress on March 3, at noon, as Sunday
(ell on the fourth. No precedent is
lound for continuing its sessions
until the fifth.
A resolution introduced by Sena
tor Walsh, Montana, declares it is
the sense of the Senate that the pres
ent session expire on March 4, at
iioon. It has been referred to the
Senate judiciary committee.
No decision has yet ben reached
5as to when President Wilson and
Vice-President Marshall will take
their oaths of office. Either could,
lit necessary, take it the third, or
togaih, be sworn in on Sunday the
ifourth, and then again on Monday,
s a "guarantee' against fault In do
ling it Sunday.
Constitutional experts say the
oath administered on Sunday would
be completely legal and binding.
HEAVY ACTOR MUST
GET WEIGHT IN FOIL

NEW YORK. Jan. 25. Tom Wise,
the 310 pound actor of Shakespeare
parts, who started 17 days ago to
collect his weight in tinfoil, on a
bet, has just 13 days to go and he
hasn't got anything like 155 pounds
of the -stuff yet. He'll probably lose
a good dinner to Silvio Hein. He
wants the foil to help the actor's
fund. It sells for 50 and 60 cents
a pound.

The Homeseekers' Land Company
reports the following sales which
have been transacted in the last tew
days: To Alice Blackwell, lot 5,

land 18, block 13. lot 17. block 12;
to Mrs. A. G. Trahan, lot 10, block
15, all in River Terrace. Through
the Homeseekers' Land Company, T.
M. McDonald purchased lot 17 of
:re-subdiv1sion block 4, which is next
to the Bean building on Wall street.
The consideration was $3000.

SLAVE GIRL RESCUED

lice raided a" house in Chinatown
today, chopped down doors, and res
cued Jun6 Oy, aged 17, a slave girl.
Irs. Donaldina Cameron, of the
Presbyterian mission here, led the
raiders. The girl disappeared three
:nonths ago. .

Redmond, and Chief of Police L. A
W. Nixon was instructed by the
mayor to .recover them. Council
man Edwards was asked in regard
to the matter, but could furnish no
Information as to how the ladders
were taken out of the city. A few
minutes after the putting of McKay's
motion referring the purchasing
question to the committee, the meet
lug adjourned.

plan suggested by Dr. De la Plaza,
just retired as president of Argen
tina, for putting the republic on a
"one money" basis has not met with
a very enthusiastic public reception.
Some time ago the Argentines
grew tired of transacting business
In a depreciated and fluctuating pa
per currency. They accordingly took

their outstanding paper issues at the
rate of 44 cents on the dollar.
A law was accordingly passed fix
ing 44 centavos as the legal value
of a paper peso. A gold peso was
worth 100 centavos, or the merest
trifle less then 1 United Stales
money. Gold- pesos were and still
are so scarce, however, as to be
practical curiosities. . The gold' to
redeem the 44-centavo paper pesos
was religiously kept at the Caja do
Conversion, however, and whenever
any more paper money was issued,
a corresponding amount of gold was
deposited in the caja.
The result of this was to stop the
fluctuation of Argentine money but

and Rose to Presidency

Charles B. Mellen, former president of
the New York, New Haven and Hartford
railroad, and one of the most prominent
railroad men of America, woe reported as
seriously III, pneumonia being threatened.
Mr. Mellen retired as president of the rail
road In U13, and figured largely In the
government's investigation of the New
Haven's financial affairs. Mr. Mellen was
born In Lowell, Mass., In 1851, and began
his railroad career as a clerk In the outl
ier's office of the Northern New Hamp
shire railroad. He served other roads In
various capacities before becoming second
vice president of the New Haven In l01
From 1AM to 1003 he was president of the
Northern Pacific and In the latter year be
oame president of the New Haven. He
was succeeded by Howard Elliott, the
present head of the road.
