general way. A comparison of opin
iopa leads however to the belief that -few
important cbaoges will be made
other than those required to harmo
nize the tax on imports with the inter,
nal tax as imposed by the bill just
passed by the House. . It is possible
that additional protection will be giv
en to some articles, but there is ground
to believe that the wool and iron in
terests which are clamorous for heavy
duties, will be disappointed.

first section by inserting tho words

Mr.. Co wan thought it belbnged to
the States to say who are oitifcens. ",
Mr. Johnson said very serious ques
tions had arisen, and some of them
bad given rise to much embarrassment
as to who are citizens of the United
States, and what are the rights which
belong to them. The object cf tbo
amendment was to settle tbe question.
He thought tbo committee, to whom
the subject was referred, and by whom
the report had been made, bud acted
wisely in defining what citizenship is.
He knew of no better way of accom
plishing that than the ono adopted by
the committee. Mr. Johnson tbtsn
passed to the amendmont of Mr. Doo
little, and expressed' bimsolf in iavor
of it. He (Mr. Johnson) hoped that
the. friends - of the joint resolution
would adopt it.
Mr. Howard said that the great ob
jection to Doolittlo's amendmont was
that its effect would be to naturalizo
all Indians who paid tuxes. Mr. Duo
little says tho words to his amendment
were in tbe Civil EightsBill, in a pro
vision similar to that which now was
proposed bs a constitutional amend,
ment. The Civil Eights , Bill under
took to do tho same thing which is
now in progress here, declaring who
shall be citizens. This declaration of
Congress was without validity unless ,
a constitutional amendment should be
brought forward to enforce it. ; Tborei
fore, ho professed to report this amend
ment. ,
Mr. Fessendcn said sucb doubts were
novor expressed in tho committee of
15. During all the discussion In tho
committco, tho subject was not mom
tiohed.
Mr. Grimes said that Mr. Doolittle's
charges was not only an imputation
upon the committco, but upon every
Senator who voted for the Civil Rights
Bill.
' After some romarks by Mr. Sauls
bury, the ayes and noes were demund
ed upon the adoption of Doolittlo's
amendment to insert tbe words men
