11 any person or persoos shall, by menace,
threat or violence, whether armed or unarmed,
intimidate or prevent, or attempt to -intimidate
or prevent, any person from challeng
ing another voter, or to prevent any p-rson
from voting, such person or persons so of
fending shall, upon conviction, be punished
toy imprisonment in the penitentiary, not less
Xhan one, nor more than three years.
That all wbito male inhabitants over the
age of twenty-one year?, who fhalf have re-
sided within this Stale for six months neit
preceding an election, or bare declared their
intention In become citizens of the United
States according to the provisions of the con
stitution, shall be entitled to vote for Presi
dential electors, Representatives to Congress,
State, district and precinct officers. Provided,
That nin ey days bona fide residence in a county
- next preceding an election shall be required
to entitle a person to vote for county and
precinct officers, and likewise ninety days
preceding such election in a district for dis
trict otlicers. '

From Richmond, I went down tbe James
River to Fortress Monroe. Ou the way, ob
jects of interest were pointed out Fort Dar
ling, Butler's Dutch Gap Gnnul, Hai-rison's
Landing,' City ' Point, Jamestown, the first
white settlement in the New World, Newport
News, etc. Upon introduction, I obtained a
pass to enter tbe Fortress, where I bad not
been many hours, when I met the great rebel
'chief face to face, while he was taking his
usual daily walks on the ramparts under the
escort of an officer by bis side and two armed
soldiers behind him ; and I had a good view
of htm as be paesod me. He was well dressed,
had a light colored, felt hat, and new boots.
His eye was clear and bright, his step firm,
nnd.hH bearing as proud as a Romancon-
queror. Ue is indulged in this recreation
every day, and is apparently cheerful and free
from care. During these walks he frequently
recites scraps of Latin and Greek poetry
He is privileged with tbe use of the fine li
brary of tbe Fortress, and. is permitted to
write, of course under tbe insDeclion of the
commanding officer. ' .
lie is a great smoker, and when in his
apartment employs bis time in writing, read
ing and praying. Alternately be Is very quiet
md pious, ana restive and boisterous. Ui
freely.expresses big opinions about the Gen
erals and leaders on both sides. lie thinks
McClellan was our greatest General, and says
Grant is no soldier, nothing but a butcher ;
Lincoln was a good natured man, but a jack
ass : Andrew Johnson is pretty smart, and in
clined to do thq fair thing so far as he can,
but be Is not a great nun. - . ,
He thinks bis capture was unjust, as he was
fairly paroled by tbe surrender of Lee and
Johnson, and says that if be bad bad any jden

escape; He was 'terribly enraged at what
Foote, or Mississippi said of him,, and declared
Foote a "constitutional liar" that be " bad
often told him so ;" said he 'was glad wbeij

a nuisance."

The water rose about five inches during the
past twenty-four hours. The railroad bridge
has raided, about six iucbes. The wtyole
length of tbe bridge is covered with rock,
which will probably save it. '
Sn to it that no Union man swaps his vote
on either the State or county ticket. Tbe
rioters are driven lo resort to this as the only
bope of carrying the election. Be on your

procure a License from the Recorder, and shall pay
therefor into the city treasury the sum of Ten Dollars
