residence of Cashier Harrison, of the No

careful canvass to ascertain the feeing of
Congressmen relative to the report ot tho
reconstruction committee, and it may be
ta ed that although there is some disap
pointment manifested, tho Republican mem
bers, with hardly any exception, are willing
to accept the propositions of the committee,
Which are submitted as amendments to the
Const'tutiou. Sumner is disposed to sup
port them, though he objects to the terms of
, the act for the admission of the States. It
is understood that Ilinghara, believing the
act us reported will put in the power of a
few Slates to prevent ho restoration of
tflhcrs, urited upon, tho committee the follow
ing as a substitute :
Whenever any State lately in insurrection

its constitution uud laws thereto, it shall be
entitled at once to Senators nnd Representa
tives in Congress, provided they shall be duly
elected and qualified, nnd can take the oath.
It may be considered certain that In addi
tion to the above, various other amendments
will be offered In hoth houses, when the
question comes up for discussion. The re
port was introduced in Congress to-day; It
is intended to press it to an early vote,
though a reasonable amount of debate will

sented requesting Governors to convene the
State legislatures in extra session for the
purpose of 'ratifying the amendment. A
