Tbe, Hon Henry A. Wiso delivered
an address a few evenings ago, before

' He paid be had surrendered in
joodaith and was a paroled prisoner
of war; but that, being ubove tbe
rank of colonel, . bo could not apply
(or pardon without taking a test outh,
and tbat bo could not do. He advis
ed Ine young men who beard birn to
let their surrender be likewise in good
faith. Their dttty was to endeavor to
reinstate our beloved common wealth
in her former grand uer and glory.
Talk not of leaving ber; she is still
the most delightful and dearest pop
tion of all earth. lie warned them
not to encourago any thought of es-
ttblisbing a seperatu government. If
theY fought again they muBt fight un
der the ' stars ' and 1 stripes. ' It
was bis flag; iiiwas their nag. lie
said when more tban four thousand
miles from home tbat flag was tbo
sheltering aegis tbat protected him.
It was still the symbol of liberty lo
the oppressed of tbe whole world, for
it was only this country tbat afforded
an asylum from despotism.
"He had heard some young men
talk flippantly about the foreign war,
such as might result between the TJni
ted States and Franco, in regard to
Mexico, in which v event, they said,
they would take sides with the enemy.
Let such spurn such an idea from
their thoughts, as unworthy of Amer-
can citizens. .Neither did he unite
'with tbose who whispered the hope
that they would live to see the day
when tbe country would be precipita
ted into another revolution. It is idle;
tbe man who talks of further resist
ance Is a fool.
" As for myBilf, t pray to God to
Bpare the country another war espec
ially a civil war. Boys, take back
the old flag of your forefathers. You
have looked upon its folds, .floating
from the battlements of the enemy's
works, until you have come to hate it.
Take it back; it's your only flag now.
I nevor hated, the old flag; I never
fought against it. I loved it when
young liko yourselves; I love it now,
and I will yield to no man living in
the earnestnosg and sincerity of his
love for the old starry flag. You, my
young friendB, can make we old men
happy before we go, (turning to Mes
srs. Tompkins and Bigger.) Goto
work; perfeotyour organisation; be
good, loyal and nBeful citizens, and
labor for the prosperity of your State,
and ber restoration to her ancient lo
ry and renown. He urged all his bear
ers to go to work, not be idle, not to
loaf about the streets. He said that
as their General. It waB that none of
them should be drones. If they could
not get the work to do that they had
haan stnnMt.nmArt tr than An nhiL
ever come to band. Do something,
If they could not get money tor their
work, then work for their victuals
and clothes. If they could not get
their clothes, then work for their food,
if they could not set meat, then work
for their bread. It was the duty of
. every man to do something for himself,

twelve hundred dollars. Ha was not
in the babit of opening his safe every
