BATKS TO MARCH 9.
Waihingttn, Mnrch .0 The very emphatic
manner In which Secre nry Sewurd in con
versation with memi ers of Congress Affirmed
that the lute position taken by the President
was assumed through bis influence, has
excited much remark. Raymond, of New
York, in a dispatch io the New York Timet,
denounced the statement as malicious. Wo
will probably have the satisfaction of learn
ing what Seward did say as related on the
floor ot the House. According to tbo e who
heard the language nsed, it was exceedingly
intemperate. Seward reiterated h s indorse
meet of every iioint in the President's speech.
and said in nis opinion there was not at
present a traitor in the south.
Chicago, Marc'i 9. The following letter
from President Johnson to Governor Sharkey
appears in the vo'uminons report to Congress
concerning the process, of reorganizing the
. southern Mates :
Executive Mansion, Aug 15, 1865.
Wm. Jj. l.harke, Jackson, Miss. 1 ara
gratified to seo thnt you have organized a
convention without difficulty, and hope that
without delay the convention will amend
the State constitution, abolising slavery and
denying future legis'atures power to make
property in man. If you could cxt- nd the
elective franchise to all persons of color who
can read the constitution and write their
names, and to all persons of color who own
real estate valued at not less than $250, and
pay taxes thereon, you would completely di.
arni the adversary and set an example that
other States will follow. This yuu can do
with perfect safety, and yon will thus place
the Southern States in reference to persons
of color, upon the same basis with the free
States. I hope and trust your convention
will do this, and ng a consequence tlie Radi
cals who are wild upon the negro franchise,
will be completely foiled in their attempts
to keep the Southern States from renewing
their relations to the Union by not accepting
tlieir senators ana lleuresentiuives
Andrkw Johnson,
President of the U. S.
CAie7o,March 9 The Pennsylvania Union
convention yestorday nominated Gen. John
W. Geary for Governor on the first ballot,
ana adopted resolutions declaring that the
work of reconstruction belongs to Congress;
that the national faith is pledged for the
payment of the public debt and the protec
tion of the freedmen; praising Governor
Uurtin and Secretary Hunter; and request
ing Senator Cowan to resign. The Pcnnsyl
vnnia Union platform covers eighteen reso
' lutions eay It is our most imperative duty to
gather the legitimate fruits of the war so
that the constitution may be purified, our
instiations strengthened and the national life
prolonged; that failure in these grave duties
wouia be scarcely less criminal than ac
quiescence in secession ; that it would be
an insult to every soldier who took up arm
to save tne country ; that tilled with adrnira
tion of the patriotic devotion and fearless
courage of Andrew Johnson the people of
Pennsylvania express confidence in him. and
with the confidence so expressed, appeal to
bim to stand firmly by the side and repose
npon the support of the loyal masses. The
fifth resolution declares that the work of res
toration necessarily belongs to the law-male.
ing power, to deny which imperils the dearest
rights of a representative government; es a
preliminary to that work Congress should
carefully investigate conditions and declare
terms; that, generally, we approve the action
or uoogress Hitherto on toe subject.
