the adoption of tbe amendment by North
Carolina, Georgia and Alabama. No iufor
inalion of any kind has been reeeived of its
ndoptioh by California or Oregon, Florida,
Mississippi and Texas. Official information
of its rejection by New Jersey, Deleware and
- Kentucky, has been received.

ing that Provisional Governor Johnson has
received orders from Washington to retain

ordered, to issue certificates of election to
Georgia Congressmen.
Gov. Parsons, of Alabama also received
despatches from Secretary Seward, on tbe 5th,
congratulating bim, tbe South, and tbe coun
try, in tbe President's name, on the adoption
-by Alubarui of tbe Constitutional amendment,
which completes tbe number of States re
quired to make it the organic law of the land.
, Nea York, Dec. 11. Among the charges
ngainst Col. O'Maboney, President of the
Fenian Brotherhood, are, violating his -oath
in refusiug to communicate with the Senate,
retueing to enable the standing Finance Com
mittee ot tbe Senate to obtain tbe books and
accounts; having placed in official position
and salaried, several persons wbo bad been
rejected by tbe Senate; having usurped the
position of aeut of the Irish Republic afier
having been peremptorily rejected for that
position by the Senate; having used bonds
with bis uame on them, his ageul having
pant money by paying an immense sum tor a
mansion on Union Square, and having re.
fused to pay over to the Secretary oi War
money that had been appropriated for war
purposes by the senate. It is also alleged
that large sums of money have been used for
(peculating in gold. Tbe charges against 11

perfidy and malfeasance in office in refusing
to pay money when ordered, and paying out
" large sums when there was no authority

Government until tbe army is increased by

Scbeock introduced a joint resolution de
daring against tbe attempt to establish a
Hierarchy in Mexico, and requesting tbe Presi
dent to take such steps as will vindicate
American policy and protect ber honor and
interests. Referred to committee on Foreign
Affairs.
Jenkins introduced a bill re-estnblishlng a
uniform system ol bankruptcy code. Referred
to special committee.
Vanborn Introduced a resolution instructing
committee on Foreign Relations to Inquire
what measures and means have been taken on
the part of tbe United Stales to restore to
Mexico tbe free and nnrestricted right to a
Republican uovernmeot. . Laid over. .
Washington, Dec. 11. About four hundred
editorials on tbe President's Message, have
99 per cent, of all heartily endorse the PfesU
dent s poliry from the start, and recommend
tbe measures he proposes for the future.
New York, Dec. 11. The Heralds Washing-
ton dispatch says a letter received from Lon
don speaks of the arrival there of Georire
Saunders, and' of bis visiting several import
ant persons. He informed these persons be
was sent by Jeff. Davis in 18G2 to negotiate
with Napoleon for the recognition of tbe
Sonthern Confederacy, and was accorded two
interviews with the Emperor, and that the in
vasion of Mexico whs undertaken in pursu
ance of a plan then agreed upon, for which
Napoleon insisted on being secured in the
possession of Sonora, Sinalox rind Lower Cal
ifornia Saunders adds that he remonstrated
and offered much greater inducements than
Mexico presented, but tbe Emperor would not
consent to anything eUe.

Legal Tenders were scarcely so firm to-day,
the quotations at the Board being 68 paid
and (19 asked.
Coal Oil is doing better ; 250 cases mixed
brands sold at $1 : also further purchases by
