the elective franchise to the District of Co
lumbia. The bill provides, that Irom and
after its passage, every male citizen, . twenty
one years of age, who is a citizen of the

infamous crime, shall have tbe rigbtof suffrage
in said District. Section lecoud imposes a

Sumner introduced a bill to preserve the
rlgbt of trial by jifry, which provides that
. grand juries shall consist one-half of persons
of African descent in sections here one-eixth
of the population are Africans, and tbe same

lates tq any injuries inflicted by persons of
African descent. Upon; persons not of sucb
descent, or vice versa, prejudice agaiust sucb

Sumner introduced a bill prescribing an
, oath to maintain a Republican form, of gov
eminent, in Stales in rebellion, as follows : -
" I do hereby swear that I will, at all times
hereafter, use my best endeavors to maintain
- a Republican form of. government in tbe
State of which lam an inhabitant, and tbe
Union of tbe Coiled States ; that I will at all
times recognize indissoluble loyalty to the
, Republic ; I will always discouutenance any
e.ideavors to break away or secede from

Sumner offered a bill to enforce tbe consti
