Jluolved, That in order to provide proper
guarantees for security in future, so that
peace and prosperity shall surely prevail,
and the plighted faith of the Nation tCp're
served, it is the duty of Congress to take
care that no State declared to be ia rebellion,
hall be allowed to resume its relation to tbe
Union till after satisfactory, performance- be
given, upon several conditions, which con
ditions by precedent, must be submitted to
popular voie, and sanctioned by a majority
of tbe people of each State respectively, as
follows: Complete re establishment of loy
alty as shown by honest recognition of tba
Union, of the Republic, and the duty of alle
giance to it all times without equivocation
of any kind. Complete suppression of all
oligarchical pretensions and complete en
franchisement of all citizens, so that there
ball be no denial of rights on account of
olor or race, but justice shall be equal be

and at the same time adopt in just proportion
