New York, Nov. 17. Advices from Toronto
to ibe evening of November 16th, stale that
ttie excitement has somewhat subsided. The
troops are still under arms, and have patrols
out. -
The Timet' special dispatch says t Applica
tion was made to day to the Navy Department
by Ethan Allen, of New York, in behalf of the
Russin'a & American Overland Telegraph Com
pany, tor a naval vessel to aid in laying; the
cable across Bahrinpr s Straits.' The appllca
tion was refused by the Assistant Secretary
of the Navy, on the ground that it was exolu
eively a private enterprise.
New York, Nov. 17. The World'i Washing
too, dispatch says, intelligence was received
to-day and communicated to the proper au
thorities relative to the situation in Mexico.
A gentleman who arrived here whose word
can be vouched for, says that on bis way from
Tobasco to New York, within the last two
weeks, he met an agent of Maximilian, who
stated that affairs were nearly in a desperate
condition; thai every reported victory of Ibe
Imperialists brought no substantial results
nnd that on account of their inability to draw
supplies from the rural districts, the war wai
carried on against the Liberals at a deal of
expense. He further added, that be had been
despatched by Maximilian to France to ask for
e hundred million dollars and forty thousand
troops, and that in the event ot Napoleon tail
ing to furnish means and men the evacuation
of Mexico by the French rauBt follow. Maxi'
i milian was paying a visit to Yucatan, bet had
removed bis personal effects to that place, in
' tending to set sail from there in case the City
" of Mexico had to be abaudoned. It was re
ported that be was shipping a good deal of
specie to burope.
New Orlcant, Nov. 16. The Brownsvlll
Republican extra of Nov. 8th, says Gen. Pedro
Meudrero had arrived and joined (Janao, DO-
' fore Matamoras. with 1,800 Liberals. He bad
previously surprised the town of Suicaque
nod utterly destroyed the Imperial garrison
- of one hundred men, including a number of
French troops.
The Liberals claim that they can take Mat
amoras when they please,
The Matamoras Ranchero says the Liberals
offered four hours for the plunder of Matamo
ras to United States troops at Brownsville,
who are asked to join them. That paper
warns the Federal commander to keep a suffi
cient iorce at Brownsville to prevent an at
tack. -
The Galveston Bulletin, of Nov. 13th, says :
. Col. Jones, of Qeti. Sobedo's staff was there,
having left Brownsville Not. 8th. He says
- tbat Ciipt. Sinclair, of the Liberal army, for
merly a Lieutenant of the privateer Alabama,
captured an Imperial transport on the North
Rio Grande, brought ber to Brownsville and
turned her over '0 the Federal authorities,
who have a guard on board.
In Texas the Indians bave created a great
alarm on the northern fiontiers.
Governor Hamilton will soon issue an or
der for the election of delegates to a State
Oonvsotiau, to be held about the 15th of De
cember. The Houston Telegraph, of November 10th,
learns that orders have been received in the
Slate from Washington, not to muster out any
more troops or sell any mote property until
. further orders.
- - A wealthy Matamoras merchant, who left
there Nov. 7th, says there are no fears of the
place beiog captured. It is well fortified, the
troop are well armed, in good spirits, and
well supplied. ,
New York; Nov. 17 The firmness of gold
which closed to-day at 147, excites a corres
ponding feeling in commercial elides. As a
; general thing markets are buoyant and firm.
. Foreien Roods are steady at improved prices.
Flour and wheat are firm. Pork, in sellers'
tavor. Stocks lower. The steadiness of U.
I S. securities and their consequent decline in
prico, is a natural result of the country being
overloaded with them. Foreign Exchange is
. dull at 108. .
The House of Representatives have rejected
by a vote, a proposition to admit negro teslt
f mony.
The Vicksburg Herald says General Howard
stated that be had not discovered the condi
tion of affairs was promising enough in the
y Southern Slates to justify a recommendation
of withdrawal of the Freedmeo's Bureau.
Be regards affairs as unpromising in Georgia
and Alabama.
Wathingion, Nov. 17. The Virginia corres
pondence of tbe JSalional Intelligencer says
