The British Government has withdrawn its ;
recogniiion of Confederate vessels of war,
and issued orders prohibiting them to enter
any British ports. France has also removed
restrictions on naval intercourse, and has
withdrawn from the Confederate character
as belligerents.

Vued his first proclamation to the people of

convention to alter and amend tbe Statfl
Constitution, and to provide for the election
of a Governor and Legislature to set the
civil machinery in full operation, will be
beld at as early a period as practicable.
Undoubted lovaltv to the National Govern
ment wilt be required of delegates to the
convention, and of all persons who rule.
Those dosiring to vote will be required to
take the oath of allegiance, and prove their
good will to the National Government. The
Governor appeals to the people to renew
with cheerfulness their civil pursuits and
their intorest in ihe prosperity of the State
and Nation, and reminding; them that all the
happiness they have, ur that they can hope
for, for themselves or children, is indissolu
bly bound up with the Union. In announc
ing to the colored people that they are now
free, he informs them that it rests with them
selves to prove whether their freedom is a
blessing or an injury: He counsels them
to cultivate habits of order and industry.
Nta York, June 30. The Washington spe
cial says that thirty-four warrants for pardon
were issued to-day by Secretary of State.
All parties citizens of North Carolina, none
of them being of note.
Cairn, June 12. The United Statos trans
nort Kentucky . With 800 passengers, princi
pally parole I soldiers and their families, left
Sbreveport for New Orleans on the 8th. About
nine o clock on the same nip, lit it was aucov
red that the boat was taking water rapidly,
and bxfore she could land she sunk in twenty
feet of water. Tbe loss of life must have
been terrible, the boat being crowded and
inking inside of three minutes. It is snp
posed that 250 persons have perished. She
bad 2,500 horses on board, ail of which were
lost, except three. The passengers lost every
