Bull Party Concentrates on
Utilities, Bears Active
Elsewhere
NEW YORK. Jan. 31. (AP)
The Bull party concentrated fts
artlrttleg on the utility section of
the stock market. leaving most of
the rest of the field, with the ex
ception of a few .rails . and special
ties, to the Beam. This division of
actiritr produced the most irreg
ular and confusing market of the
ntw year.
Sharp difference of sentiment
developed over the credit situa
tion, with call money mounting
to S per cent as banks withdrew
about $20,000,000 more in prepar
ation for month-end settlements.
To-jnorrow is expected to see the
peak of the month-end money
pinch and is the day of the week
ly meetings of the New York fed
eral reeerte bank and the Bank
of England.
There was little in the day's
news Bare the weekly steel trade
reviews, which were phrased in
varying -degrees of optimism.
American metal market said "some
aspects of the situation do not ap
pear as faTorable at this date as
was to be expected from predic
tions made before the year open
ed, but that to a familiar appear
ance at the end of January." Iron
TraftA nTl nn thA other hand.
said "what is undoubtedly the
best January In the history of the
iron and steel industry from the
standpoint of production x x x is
closing."
About a dozen utilities were
lifted to new highs, among them
American and Foreign Power. Co
lumbia Gas and North American
which were bid up 6 to 9 points,
and American Telephone, which
was sent up 5 points to a new top
at S22. With the industrials show,
lng persistent heaviness, the bulls
have definitely turned to the util
ities which were somewhat ne
glected during the bull markets of
late last year.
Several of the rails responded to
the excellent "December earnings
statements. C. & O. and Atchison
mounting 2 and 3 points. Amuse
ment shares were strong. Loew's
ton-ching a new top. Electrical
Fqulpment shares forged ahead.
General Electric mounting about
12 points to 260 3-4. a new high.

Cotton growera, manufacturers
and textile workers Joined hands
today in- petitioning the house
ways and mean committee for re
lief in the new tariff bill it will
present to the special session of
congress.
Representatives of the manu
facturers and workers described
unfavorable conditions in the
New England textile Industry as
acute and asked higher duties on
fine yarns and -cloths. Represen
tatives Whittlng. democrat, Mis
sissippi, on behalf of growers.
sought a dnty range of from 7 to
24 cents a pound, according to
length, on long staple cotton, now
on the free list.
Robert Amory, Boston, repre
senting the National Council of
American Cotton manufacturers.
declared the situation was "oar
tlcularly acuta In the New Eng

conditions are very serious," and
that the higher duties requested
would enable the manufacturers
to compete in the fine goods mar
kets. He said imports of the finer
yarns and cloths represente done-

mestic prices, but kept profits to
little or nothing and tended to
force down wages.
Appearing for the United Tex
tile Workers of America, Thomas
P. McMahon, of New York, pic
tured conditions among textile
workers as deplorable, and asked
higher duties on fine cloths as a
means of getting relief through
their pay envelopes.
He said the average wage of
the workers was $16 a week as
compared with 122 for all Amerl
can wage earners and added 11 ad'
ditional tariff protection were af

would hare no -excuse when the
workers approached them for
higher wages.
INFIRMARY EDS
AT U. OF 0. TOLD
A comprehensive report on the
University of Oregon presented
from facts ascertained during
their visit to the Institution last
week, was presented to the ways
and means committee this week
by the legislative committee as
signed to this task. The report
was a set of fact, and carried no
recommendations either for or
against the proposed infirmary or
other needs.
The committee studied the
present infirmary needs but did
not commit itself in the report.
Two suggestions on this were
made, however, one that a com
munlty the site of the university
would ordinarily require a hos
pital In which would be on bed
for each 100 students at a cost of
from 11000 to $1600 per bed, and
a system could be maintained
whereby "first aid" could be giv
en students In quarters similar to
