water law violations in Oregon
has continued climbing in
2022, building on a trend that
state regulators have observed
during the past fi ve years.
So far this year, state water
regulators have issued 50
notices of violation for unlaw-
ful irrigation and other prob-
lems, up from 40 in all of 2021
and fi ve times as many as in
2018.
“They have increased
dramatically in recent years,
largely due to illegal canna-
bis,” said Ivan Gall, field
services division adminis-
trator for the Oregon Water
Resources Department.
Black market marijuana
producers have been known
to steal water, but OWRD
has also encountered regu-
lated cannabis growers
who’ve run afoul of water
law — for example, by using
domestic water sources for
commercial production.

paid a total of $9 million
to two women who were
attacked last year by a pris-
oner who walked away from
a work crew and took off in
a car belonging to one of the
women.
The women still suffer
from their injuries, said their
attorney, John Coletti. One
woman’s fractured arm has
not healed, and one has trou-
ble walking long distances.
Both have cognitive prob-
lems and severe post-trau-
matic stress disorder, “which
has had a huge impact on
their lives,” he said.
Jedaiah Lunn, 37, is
accused of surprising the
women as they foraged for
moss and other plants along
a gravel road on April 14,
2021, at Gales Creek Camp-
ground in western Washing-
ton County.
At the time, he was on
a crew based at the state’s
South Fork Forest Camp
in Tillamook County and
slipped away from a job site
in the campground.
The women were from
Japan but living in Washing-
ton County, and the attack
drew a sharp response from
the Japanese government.
The consul general of the

Portland asked Gov. Kate
Brown how the state Depart-
ment of Corrections had

criminal record to escape.
