WEDNESDAY, AUG. 24
11:25 a.m. — A caller on McKay Drive, Pend-
leton, requested police assistance in regards to “a
clock that she was paid to get back from some-
one. Police responded.
11:44 a.m. — Umatilla police responded to
Hemlock Court on a report of a burglary involving
an intruder in the home.
3:35 p.m. — A caller on Tawny Court, Stanfield,
reported her neighbors have a running hose in
their pool and it is now overflowing and coming
in to her yard. She stated her neighbors are not
home.
3:39 p.m. — A caller at Pilot Travel Center, 2115
S. Highway 395, Stanfield, reported he thinks his
card was just scammed for $150 at the Pilot Travel
Center.
8:29 p.m. — Pendleton police responded
to the 400 block of Northwest 15th Street, on a
report of a burglary.
10:04 p.m. — Pendleton police responded
to the 700 block of Southwest 22nd Street, on a
report of an assault.
10:52 p.m. — Umatilla County sheriff’s dep-
uties responded to Kik Road, Hermiston, on a
report of an assault.
THURSDAY, AUG. 25
11:37 a.m. — A caller in North Carolina
advised her credit card was just fraudulently used
in Hermiston and would like a call back from an
officer. Hermiston police were unable to reach the
caller.
2:20 p.m. — The Morrow County Sheriff’s
Office received a report of a possible puppy mill
operating on Bunker Hill Lane, Heppner. The caller
said he purchased a dog from the site, which has
dogs kenneled in two buildings, and the dog he

4:39 p.m. — Hermiston police responded to
the 400 block of West Ridgeway Avenue on a
report of an assault.
7:30 p.m. — A 911 caller on North First Street,
Hermiston, reported a white female, wearing a
white tank top and khaki shorts, walked up to
his car window with a rock. The caller said when
he locked his car door she put down the rock
and started swearing at him. Hermiston police
advised the caller.
11:02 p.m. — Hermiston police responded to
Southwest 13th Place on a report of vehicle theft.

Wilfred Cyr, 67, died Aug. 22, 2022, at
CHI St. Anthony Hospital, Pendleton. He
was born July 1, 1955, in Naicatchewenin,

Wilford “Bud” Prosser, 94, died Aug. 16,
2022, in Liberty Hill, Texas. He was born

Hermiston police arrested Yair Alexander
Andrade Duarte, 21, for reckless driving, hit-and-
run involving property and three probation viola-
tions, including a felony violation.
Aug. 25
• Hermiston police arrested Elias Nava Flores,
29, for a felony parole violation and felon in pos-
session of a weapon.
• Umatilla County Sheriff’s Office arrested Mat-
thew Thomas Blackmarr, 43, for fourth-degree
assault, interfering with making a report and sec-
ond-degree theft.
• Hermiston police arrested Billy Wesley Day
Jr., 46, for first-degree aggravated theft (theft of
a bicycle with a value of more than $10,000), sec-

Roland Allen Fulbright
November 28, 1950 - August 22, 2022
Roland was born to Cecil
Leander Fulbright and Sloma
Dallas Fulbright on Nov. 28, 1950,
in Pendleton, Oregon.
The family were members
of the First Christian Church in
Hermiston for many years. He
attended schools in Hermiston
and Pilot Rock, Oregon. Roland
graduated in the class of 1969 at
Pilot Rock, High School.
After graduation, he joined the National Guard and
served in Washington state, based in Walla Walla as
a “motor sgt” where he served for eight years before
leaving the guard. He enjoyed his service at the Yakima
Firing Range, his “crew” and the tanks. Roland was
called to duty when the Walla Walla prison was rioting
as a National Guardsman. He was also called out for
fires in the same capacity. Roland worked briefly at the
Pilot Rock mill before moving to Hermiston to work at
Marlette Homes for 18 years.
Roland married Karen Marlene Cross on May
11, 1979. In 1983, they welcomed a son into their
family. Chester Curtis Fulbright was born on Jan 23,
1983. Roland changed careers in 1991 and became a
correctional officer at Eastern Oregon Correctional
Institution. The family moved back to Pilot Rock in
2002. Roland retired from EOCI after 21 years and 4
months.
Roland was an enthusiastic 2nd Amendment
man, and everything firearms. His love was shooting
blackpowder, participating in two muzzleloader groups
of the fur trapper/fur trader era for over 25 years. He
also shot conventional and modern weapons. He was
a member of Wenaha Muzzleloaders and the Grande
Ronde Muzzleloaders.
Roland loved the outdoors, camping, fishing and
hunting. Roland was a musician. He played guitar in
local clubs from the 1970s through 1991. He loved
music and often participated in jam sessions. He was a
past member of Boardman Eagles and the White Eagle
Grange.
Roland was preceded in death by his parents;
brothers, Marvin Roger and Cecil Raymond; sisters,
Evelyn Lucille Hascall and Ethel June Toliver.
Roland is survived by his wife, Karen; son, Chester;
grandson, Eli Fulbright; granddaughter, Chloie-Noel
Fulbright; and numerous nieces and nephews. In lieu
of flowers, donations to Vange John Memorial Hospice
would be welcomed
A graveside service was held at 11 a.m. on Friday,
Aug. 26, 2022, at the Pilot Rock Cemetery. An old-
time potluck followed at the White Eagle Grange in
Pilot Rock.

On the evening of Tuesday, Aug. 16,
2022, Bud’s caregiver came to prepare
him for his evening’s sleep after 7 p.m. He
appeared both awake and alert when he
turned to her and resolutely
said, pointing to the corner
of his room, “I’ve been
talking to my wife, and I
decided to go with her.” As
his wife, Delia, had passed
away 14 years earlier, the
caregiver accepted his claim
and continued her rounds of
checking the other residents
in her care. Upon returning
to Bud’s room about 8:20
p.m., she found he had
moved on. Delia had indeed
come to take him home with
her.
Wilford Elmer Prosser,
better known all his life as
Bud, entered the world 94
years ago on Dec. 10, 1927,
in Parma, Idaho, joining
his two older sisters, Flora
and Laura, along with his
parents, Elmer and Edythe
Prosser, on their family farm
next to the state line of Idaho
in the Big Bend community
of Oregon.
His life involved working
on the farm, milking cows
by hand, raising chickens
and pigs, tending vegetable
gardens and fruit trees, and participating
in the myriad of never-ending farm duties
of the wooden, non-electric farmhouse. He
also enjoyed hunting with his faithful dog
and fishing as well as exploring the local
mountains with friends.
Bud grew up during the Great
Depression, attended a two-room wooden
schoolhouse during his early education,
played the saxophone and participated
in various sports in high school, and
experienced the repercussions of the
bombing of Pearl Harbor, including local
detention and prisoners-of-war camps and
hot air balloon bombs.
He enlisted for World War II when he
was 18, only to be rejected due to a physical
defect in his ear. As an adult, he explored
the avenues open to him, eventually settling
in Pilot Rock, Oregon, and working at the
wood mill that was the mainstay for many
in the town. In 1946, he met his eventual
life partner, Delia Gambill, and married
her two years later.
Bud learned many trades during his
over 30 years at the mill and worked his
way up to management, also becoming
part of a modest group assisting with the
ambulance duties of the mill and the town.
Sons, Terry Lee and Steven Lynn Prosser,
came in 1949 and 1953 and his love of
life, family, and faith flourished strong in
their small community with him becoming
a deacon at the Pilot Rock
Baptist Church.
Besides
his
regular
employment, Bud was a
skilled craftsman working
with wood inlays, ornamental
masonry, leathercrafts as
well as intricate embroidery,
which his wife introduced
him to. He was also an avid,
lifelong reader, especially
stories of the Old West.
After seven years of
caring for her at home, Bud
lost his Delia to Alzheimer’s
disease in 2008 and months
later, his youngest son,
Steven, also died. Son,
Terry brought his father into
his household in northern
California and then in 2014,
they were joined by Terry’s
second wife, Violet.
Life was good for a while
until Terry unexpectedly
passed away in 2016. Life
changed again for Bud when
he relocated to Texas the
next year with his daughter-
in-law, Violet. As Bud was
a gentle and very grateful
man, he easily developed
new friends and enjoyed his life, family,
and travels until recent physical changes
necessitated his entering the Brookdale
Senior Living home where he was lovingly
cared for by the staff and the friends he
made.
Bud is survived by his daughter-in-
law, Violet; her children, Frank (Alma),
Christopher and Timothy (Denise) Evans;
and their collective children, Sebastian,
Vivian, Cameron and Camila Evans; good
friends, George and Odette Richardson;
his grandchildren, Sarah (Gabriel) Valdez,
Deborah DeRenzi with her children,
Ashlyn, Julianna, Sadie and Dylan
Rowlands; and Jeffrey (Crystal) Prosser
with their child, Tyson Terry Prosser;
as well as his much-loved niece, Amber
Gambill (James) Jennings.
The family wishes to thank the
dedicated care given to Bud during his
short stay at the Brookdale Senior Living
home in Georgetown, Texas. A service will
be held at 11 a.m. at the Burns Mortuary
of Pendleton, 336 S.W. Dorion Ave.,
Pendleton, Oregon, on Friday, Sept. 2,
2022. He will be laid to rest in the Pilot
Rock Cemetery in Pilot Rock, Oregon,
next to his beloved wife, Delia.
