Bus barn project
in planning phase
By JOHN TILLMAN
East Oregonian
PENDLETON — The city
of Pendleton reported it has
met its funding goals for the
$3 million Bus Barn Facil-
ity, receiving more than $2.5
million in grants.
The Oregon Depart-
ment of Transportation in
May provided more than $2
million to the city for the
project through the Statewide
Transportation Improvement
Fund. The grant funds are
set aside for the construction
phase of the project and will
allow the city to move into
the design phase this year.
The city announced
the $2.01 million grant on
June 2 during the second
Public Transit Open House,
an opportunity for the public
to learn more about designs
for the bus barn.
“We’re still in the plan-
ning phase,” Pendleton
Public Works Superinten-
dent Jeff Brown said. “We
have not yet put it out to bid.”
The city is building the
facility on city land south
of Northwest H Avenue,
between Northwest 48th
Drive and Northwest 48th
Street, near the Eastern
Oregon Regional Airport.
The city wants a secure
facility to house and protect
its public transportation
fl eet. The city operates four
Americans with Disabilities
Act-compliant buses and six
ADA minivans. The bus barn
facility is to feature exterior
parking, a wash station, offi ce
and storage space and a break
room.
In addition to the $2.01
million grant, funding for
the Bus Barn Facility project
is coming from:
• The city’s previous
receipt of a $90,000 grant last
year from ODOT through the
STIF program to cover plan-
ning and engineering. The
planning eff orts for the bus
barn facility were expected
to be completed by summer
of 2022.
• Umatilla County’s grant
of $504,966 through STIF
funding.
• The city’s set aside of
$500,000 in transportation
funds.
With the new funding,
the city plans to begin the
construction design phase
in the fall. Bus Barn Facility
construction is anticipated to
be complete by the spring of
2024. Bob Patterson, Pend-
leton public works director,
serves as project manager.

Wanda Eunice Anderson was
born on Weston Mountain, June
20, 1932, to Thomas Archie Bishop
and Mildred Hodgson Bishop. She
passed away on Aug. 7, 2022, at
her home in Milton-Freewater.
After several moves as a child,
the family settled in Weston where
she graduated from Weston High
School in 1950. One evening as she
walked home from her job as a telephone operator, she
met Linus (Swede) Anderson Jr. They married on Nov.
9, 1950, and settled on the Anderson Family Ranch
where they welcomed three daughters over the next 13
years. They later divorced.
Over the years, she supported her girls by working
as an accountant and as a side gig she enjoyed tending
bar. In her later years, she became a caregiver, retiring
in 2001. She is a lifetime member of the Rebecca Lodge
No. 175.
She had no trouble filling her retirement years. She
could be found all hours of the day and night in her
“factory” filled with many styles of sewing machines,
knitting machines, a quilting machine and various
embroidery machines. Her favorite pastime was to
fill a bin with her craft creations and called the bin
“Grandma’s Grab Bag.” When family or friends visited,
they did not go home empty-handed. She also loved to
sing and dance, even at 90 years of age!
She is survived by her daughters and their spouses,
Christine and Dan Hill of Salem; Cheryl and Skip York,
Milton-Freewater; Chrystal and Greg Gay of College
Place, Washington; two sisters, Darlene Hart of Hawaii
and Sharon Knarr of Florida; grandchildren, Sharlyne

and Alyssa Catlow, Knox and Keaton Anthis, Callie and
Liam Gay; great-great-grandchildren, Nevaeh, Landon,
