Constitution.
Summary: Umatilla School Dis-
trict proposes a bond measure
not to exceed a principal amount
of $45.2 million and will receive
state matching funds of $4 million
if bonds are approved.
If approved this measure would fi-
nance capital costs, including:
• Construction of new intermedi-
ate (grades 4-6) school building
on South Hill to support in-
creased students, including full-
sized gym and increased playing
field access.
• Updates to CTE building for
Clara Brownell MS.
• Construction of new CTE build-
ing at Umatilla HS, including fu-
ture expansion space for
classrooms and additional gym.
• Renovation of McNary Heights
ES to become a K-3 school.
• Site improvements, demolition,
furnishings, equipment, bond is-
suance costs.
Bonds may be issued in multiple
series; each maturing within 31
years from issuance. The esti-
mated initial, annual tax rate is
$1.19 per $1,000 of assessed
value with an estimated total an-
nual tax rate of $2.12/$1,000 of
assessed value for all District
general obligation bonds. Actual
levy rate may differ due to final in-
terest rates and changes in as-
sessed value.
As indicated in ORS 250.195, an
elector may file a petition for re-
view of ballot title in Umatilla
County Circuit Court no later than
5:00 p.m. August 26, 2022.

Analysis
Purpose & Description
The United States Forest Service (USFS) is announcing the avail-
ability of a (Draft) Engineering Evaluation/Cost Analysis (EE/CA) for
a Non-Time-Critical Removal Action for the Bluebird and Blackjack
Mines (Sites). The Bluebird and Blackjack Mines are located on pub-
lic lands administered by the Umatilla and Wallowa-Whitman Na-
tional Forests, approximately 3 miles southwest of the town of
Granite, Oregon. The Blackjack Mine is located approximately one
mile upstream of the Bluebird Mine. Both Mines are located directly
adjacent to Clear Creek within the Granite Mining District and have
been the subject of numerous investigations during the last 20 years.

Hermiston Irrigation District Infrastructure Improvements
The United States Department of Agriculture Natural Resources
Conservation Service (USDA-NRCS) in Oregon, with assistance
from Farmers Conservation Alliance and in cooperation with the Her-
miston Irrigation District as the project sponsor, is considering im-
provements to aging irrigation infrastructure in Hermiston Irrigation
District. Improvements under consideration may be partially funded
through the Watershed Protection and Flood Prevention Act of 1954
(PL83-566) and will address water conservation, enhancement of
wildlife and aquatic species habitat, and reduction of public safety
risks while supporting existing agricultural land use.
The proposed project is located in Umatilla County, within Hermiston,
OR. The National Environmental Policy Act (NEPA) and the Council
on Environmental Quality’s regulations at 40 CFR Parts 1500-1508
require an evaluation of potential environmental impacts associated
with federal projects and actions with input from the public.
You are invited to attend a public scoping open house where
your input is requested. The range of resource issues and conceptual
alternatives addressing system improvements to Hermiston Irrigation
District will be presented and discussed.

The Draft EE/CA report for the Sites has been prepared in accor-
dance with the Comprehensive Environmental Response, Compen-
sation, and Liability Act (CERCLA) and the National Oil and
Hazardous Substances Contingency Plan (NCP). The purpose of
this report is to present a detailed analysis of remediation and
cleanup alternatives that can be used for the decision-making
process for immediate and future action(s). In addition, the analysis
presented in this report includes a discussion of background infor-
mation, previous investigations, removal action objectives, site char-
acterization, applicable or relevant and appropriate requirements
(ARARs), a risk assessment, the development and screening of al-
ternatives, and the recommended removal action alternative by Ap-
plied Intellect (Draft EECA developer).
Alternatives considered in the Draft EECA include a no further ac-
tion, removal of sludge to an on-site repository, removal of sludge
for off-site disposal, upgrading existing sludge ponds, constructing
new wetland treatment areas, upgrading water collection and
pipeline systems at the Blackjack Mine, and installing Adit Plug(s) at
the Blackjack Mine.
The USFS invites the public to review and submit written comments
during the 30-day public review/comment period beginning August
18, 2022, the publication date of this notice. The USFS will consider
all public comments on the Draft EE/CA before finalizing the docu-
ment and issuing an Action Memorandum.
