PUBLIC SAFETY
MONDAY, JUNE 6
9:20 a.m. — A caller reported a red and
white Jet Ranger helicopter flew over his
property on Little Butter Creek Road, Hep-
pner, “getting his cattle stirred up.” He also
said he called the Oregon Fish and Wildlife
Commission and Oregon State Police. He
said the helicopter flew east toward Pilot
Rock.
12:58 p.m. — A caller reported cows
and calves were coming out of a break in a
fence at Depot Lane and West Eighth Road,
Irrigon. Morrow County Sheriff’s Office
responded but did not find the cattle.
3:51 p.m. — Columbia Basin Electric
Cooperative, Heppner, reported some-
one has been shooting at the insulators
on the pole for the electrical wires at two
locations. Morrow County Sheriff’s Office
responded.
6:32 p.m. — A resident on Southeast
11th Street, Irrigon, reported the theft of
two gallon gas tanks from his property.
One was empty, he said, and the other half
filled with water.
7:25 p.m. — Emergency services
responded to Main Street South and Wil-
son Road Southwest, Boardman, for a
two-vehicle crash. Morrow County Sher-
iff’s Office cited Adrian Mendoza Garcia for
failure to obey a traffic control device and
unlawful use of a cellphone.
11:48 p.m. — A resident on Southeast
Utah Avenue, Irrigon, reported hearing a
female screaming “don’t touch me, get off
me” at a nearby house.
TUESDAY, JUNE 7
8:16 a.m.

Hermiston
police
responded to Northeast Second Street, on
a report of a burglary. Police took a report.
9:19 a.m. — Umatilla County sheriff’s
deputies responded to Rieth Road, Pend-
leton, on a report of a burglary.
10:08 a.m. — Hermiston police took a
report of graffiti at Northeast Third Street.
12:04 p.m. — A woman came into the
Pendleton Police Department wanting
to speak to an officer regarding someone
who is stalking her and an incident that
occurred at Safeway, 201 S.W. 20th St.,
Pendleton.
12:31 p.m. — Pendleton police
responded to Southwest Perkins Lane on
a report of harassment.
12:51 p.m. — Pendleton police
responded to Southeast 19th Street on a
theft complaint and made an arrest.
3:31 p.m.

responded to South First Street on a report
of a fight. Police issued a citation.
5:05 p.m.

respond ed to Village Apartments, 438 S.W.
Fifth St., on a report of a burglary.
6:16 p.m. — A 911 caller on Grant and
Miller roads, Milton-Freewater, reported
hearing gunshots fired. Umatilla County
sheriff’s deputies responded.

responded to Southeast Fourth Street on
a report of harassment.
9:03 p.m. — A 911 caller on North First
Street, Hermiston, made a theft com-
plaint. Umatilla County sheriff’s deputies
responded and issued a citation.
10:52 p.m. — Pendleton police
responded to Pendleton Square Apart-
ments II, 294 S.W. 28th Drive, on a report of
a domestic disturbance.
ARRESTS, CITATIONS
June 7
• Pendleton police arrested Roger Kelly
Quinn, 52, for first-degree theft.
• Umatilla Tribal Police arrested Low-
ell Arnold Pierre, 46, for dangerous drugs,
criminal activity in drugs, attempted
assault of a public safety officer, resisting
arrest, carrying a concealed weapon, crim-
inal trespass, committing a felony while
armed and on a warrant.
LA GRANDE — East-
ern Oregon University will
hold its 92nd commencement
ceremony June 11, 9:30 a.m.
in Community Stadium, 1
University Blvd., La Grande.
Those receiving their
master’s degrees will partic-
ipate in a special hooding
ceremony in Gilbert Plaza at
8:45 a.m. They also participate
in the main commencement
ceremony.
The university anticipates
awarding up to 675 degrees
and certificates with more than
328 students set to walk across

Marcella Jane Purcell
December 9, 1950 - May 15, 2022
On Sunday morning, May 15, 2022,
Marcella Jane Purcell died in bed,
peacefully, at the age of 71 after a long
fight against a rare cancer. Until the end,
through whatever pain,
her eyes lit up with love at
the sight of her friends and
family and especially her
grandchildren.
She grew up on acreage
along Tutuilla Creek in
Pendleton, Oregon, the
youngest of four Purcell
siblings. Her father, Emery,
“Daddy” until the end, was
a mechanic at the Pendleton
Grain Growers. Her mother,
Hazel, more a homesteader
than homemaker, made the
best strawberry rhubarb pie and kept the
root cellar filled with canned vegetables
grown by her own hand.
Marcy rode horses her whole childhood
and not a day passed these last years that
those memories did not fill her heart.
Countless pictures evidence her time in a
saddle.
Marcy loved a glass of wine in the
Walla Walla sunlight.
She loved photographs and memories
and antiques. To her, these things
documented her life, her aesthetic sense.
Ultimately they helped her sort and make
meaning of her life.
She loved to laugh with the people
closest to her. Anybody who knew her
knows that laugh. An unapologetic belly
laugh, utterly sincere, with high-pitched
notes and a bit of a chicken clucking in
there.
Most of all, Marcy loved babies and
children more than any person you’ve
known. The uncomplicated love she felt
for and received from her children and
grandchildren filled her
heart, soothed the many
wounds of a complicated
childhood.
Her final battle with
cancer was eased by a
powerful group of women
(Janet, Sylvia, Barbara,
Kelli, Melanie, Susan, Gail,
Deirdre, no doubt others)
whose support and love and
competence was a steady
gift.
She is survived by three
beloved siblings, Steve,
Kathleen, and Larry. Though many years
older than her, their love meant so much to
her in the final months.
Most of all, Marcy leaves behind
her children, Jason and Temry; their
spouses, Ashley and Andy; and her four
grandchildren, Benjamin “Jammers,”
Griffin “G,” Evelyn “Elevelyn,” and
Emeline, her “sweet lemony lime.”
There will be a celebration of her life
and all who loved her are welcome to

Stephen Franklin
July 6, 1974 - May 8, 2022
Stephen Franklin, age 47, passed away at
his Boardman residence on May 8, 2022.
Stephen was born July 6, 1974, in Corvallis, Oregon.
In his younger years, he enjoyed outdoor activities,
including biking, skateboarding, fishing and exploring.
Stephen earned degrees in welding and automotive
technology. He worked in both fields and excelled at
solving difficult technical problems.
Stephen is survived by his parents, Harvey and
Gwyneth Franklin, and five siblings, including four
sisters and one brother. He also is survived by an
extended family of nieces and nephews who will miss
him very much.
A private celebration of life will be held in Corvallis
in the near future.
Kenneth Dale Corbett
May 7, 1941 - May 22, 2022
Kenneth Corbett was born
in Payette, Idaho, to Victor and
Nadyne Corbett and passed away
in Woodburn, Oregon, with his
family around him. He was 81
years old.
Kenneth graduated from Pilot
Rock High School and went on to
get his degree in math and physics
from Eastern Oregon University, in
La Grande, Oregon. He served in the Navy from 1964
to 1969, where he taught nuclear physics at the Mare
Island Navy Base in California. He was very proud of
being one of Admiral Rickover’s “Boys” and selected
into the Nuclear Submarine Program. He retired in
San Diego, California, as a lieutenant commander.
He had a career in computer sales, mostly with large
government systems in San Diego, Seattle, Portland and
Eugene. Ken retired to the Oregon coast in Reedsport in
1999, then moved to Woodburn in 2017. Ken enjoyed
hunting, fishing and camping.
He was married to Penny Corbett for 61 years. They
have three children, Frank, Tony and Amy Corbett; three
grandchildren, Tavia Armstrong (Luke), Joshua Neale
and Taylor Neale; and two great-grandchildren, Frankie
Wilmot and Harvey Armstrong. He is preceded in death
by his sister, Delores; son, Frank; and grandson, Joshua.
