Qualifications (SOQ’s) from qual-
ified Design-Builders to provide
design and construction services
for the Project. The “FARM II” fa-
cility or “the Project” consists of a
new building that will include
classrooms, labs, student use
areas, office and administrative
use areas for BMCC’s Unmanned
Aerial Systems, Event and Hospi-
tality and Agriculture programs,
as well as an indoor rodeo arena
that includes a bleacher seating
area and covered stall area to
provide a practice and perform-
ance arena for the College’s
Rodeo Team.

Notice is hereby given that the
City of Umatilla Planning Com-
mission will meet on Tuesday,
April 26, 2022 beginning at 6:30
p.m. to consider the following re-
quest and will make a recommen-
dation to the city council to
approve or deny the applicants’
request. The Umatilla City Coun-
cil will then conduct a public hear-
ing as part of its regular agenda
on May 3, 2022 in the city council
chambers with the meeting start-
ing at 7:00 p.m. to consider the
planning commission’s recom-
mendation on the request and will
make the final decision to ap-
prove or deny the request at that
time, or at a later date and time
as specified, if the hearing is con-
tinued.
City of Umatilla Street Vacation
SV-1-22: The applicant in this
matter, City of Umatilla, seeks ap-
proval of a street vacation for an
abandoned ROW in the Mcnary
area. The substantive review
standards and procedures are
contained in ORS chapter 271
sections
271.005
through
271.230.
Notice of application, a map of
the request area, and copies of
the applicable review standards
are being mailed to the appli-
cants, and all property owners of
record within the affected area
identified under ORS 271.080,
and other appropriate agencies at
least 14 days prior to the first
hearing.
Comments and concerns will be
heard at the hearings. Written
testimony may be submitted to
the Planning Department, 700
Sixth Street, PO Box 130,
Umatilla, Oregon 97882 prior to
5:00 p.m. on the date of the hear-
ings, or at the hearings. Please
submit written comments at least
10 days prior to the hearing if you
wish to have your comments in-
cluded in the staff report that will
be presented to the Planning
Commission. Comments or con-
cerns submitted through e-mail
will not be accepted.
A copy of the application, and all
documents and evidence submit-
ted by or on behalf of the appli-
cants are available for inspection
at no cost, and a copy will be pro-
vided upon request at reasonable
cost. A copy of the staff report
and the planning commission’s
recommendation will be available
for inspection at no cost at least
seven days prior to the hearing. A
copy will be provided upon re-
quest at reasonable cost.
Umatilla City Hall is handicapped
accessible. If special accommo-

with hearing, visual, or manual
impairments who wish to partici-
pate in the hearing, please con-
