The CITY OF PENDLETON is seeking a qualified contractor to construct the Runway 29 Threshold
Relocation, New Taxilanes and Apron Rehabilitation project. Major elements of work for the proj-
ect include Relocation of the Runway 29 Threshold, construction of two new Runway 29 connector
Taxiways, associated Medium Intensity Runway Lighting (MIRL) and Runway 29 and taxiway signage
improvements, Runway 29 Precision Approach Path Indicator (PAPI) relocation and replacement,
Runway 29 REIL relocation and replacement, and associated electrical improvements, excavation
and site grading of runway and taxiway shoulder and safety areas, and associated drainage improve-
ments.
This project also includes the construction of four new hangar taxilanes, full depth rehabilitation of
three existing hangar taxilanes, and rehabilitation (asphalt overlay) of existing apron pavements, as-
sociated drainage improvements, and associated taxilane shoulder and safety area grading.
Umatilla County, Oregon, invites Bids for the construction of Thorn Hollow Bridge Removal
(Bridge No. 59C379). The Work consists of removal of a three-span, 182-foot concrete bridge over
the Umatilla River, together with all other Work required to complete the Project as shown on the
Drawings and specified herein.
Sealed Bids for the described Project will be received by Umatilla County, at the Umatilla County Pub-
lic Works office, 3920 Westgate Street, Pendleton, Oregon 97801, until 11:00 a.m., local time, April 14,
2022, at which time the Bids received will be publicly opened and read.
The Contract is subject to the applicable provisions of ORS 279C.800 through ORS 279C.870, the
Oregon Prevailing Wage Law.
This Project is being funded by the Oregon Department of Transportation State-Funded Local Project
Program.
Buy America statute under Title 23, United States Code, Section 313 applies to this project.
Bid security shall be furnished in accordance with the Instructions to Bidders.
The Issuing Office for the Bidding Documents is: Anderson Perry & Associates, Inc, 214 E. Birch

perry.com. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mon-
days through Fridays between the hours of 8:00 a.m. and 5:00 p.m., or at the other locations listed
below.
Engineer’s Cost Opinion is between $3,000,000 and $4,000,000 million.
Sealed Bids shall be addressed to and received at City of Pendleton, Attn: Wayne Green, Airport
Engineer, 500 SW Dorion Avenue, Pendleton, Oregon 97801, not later than 2:00 p.m., local time,
on the 19th day of April 2022. Immediately thereafter, the Bids will be publicly opened and read at
the above stated location.
Each Proposal must be submitted on the prescribed form and accompanied by a certified check or Bid
Bond executed on the prescribed form, payable to the CITY OF PENDLETON, in an amount not less
than 5 percent of the amount bid.
A copy of the Documents may be viewed at the City of Pendleton Public Works office, 500 SW Dorion
Avenue, Pendleton, Oregon 97081; phone (541) 966-0202, or may be obtained from the Engineer’s of-
fice, 5125 SW Hout Street, Corvallis, Oregon 97333, phone (541) 754-0043, upon payment of $150.00
for each Document. Return of the Document is not required, and the amount paid for the Document
is nonrefundable.
Printed and bound sets of Drawings (22” x 34”) may be obtained from Precision Approach Engineer-
ing, Inc., 5125 SW Hout Street, Corvallis, Oregon 97333, at the cost of reproduction and handling, plus
postage for mailing (if mailing is requested). No return of these Drawings is required, and no refund
will be made.

site and are viewable free of charge.

This project is subject to the CTUIR TERO Code. TERO Compliance Agreements must be signed
between all contractors and subcontractors and approved by TERO prior to commencement of work.

This contract is for a public works project subject to Oregon Bureau of Labor and Industries (ORS
279C.800 to 279C.870) and the Davis-Bacon Act (40 U.S.C. 3141, et seq). The Bidder must agree
that the requirements and conditions of employment be observed and minimum wage rates, as es-
tablished by the U.S. Secretary of Labor, or the Oregon Bureau of Labor and Industries, including any
appropriate amendments. The contractor shall pay the state or federal prevailing wage rate, whichever
is higher, and the most stringent requirements under this contract.
No bid for a construction contract shall be received or considered by CITY OF PENDLETON unless
the Bidder is registered with the Construction Contractors Board as required by ORS Chapter 701, or
licensed by the State Landscape Contractors Board as required by ORS 671.530.
Contractors must be qualified in accordance with ORS 279 and other applicable sections of the Ore-
gon Revised Statutes in order to enter into a Contract with the Owner for public work in Oregon.
The successful Bidder will be required to furnish the necessary additional bond(s) for the faithful per-
formance of the Contract, as prescribed in the Contract Documents.
