NOTICE OF PUBLIC HEARING
Notice is hereby given that on Tuesday, January 18th 2022, a De-
velopment Permit application was submitted to the City of Stan-
field for lot 4800 as shown on county tax map 4N2932CA. The
application is requesting the creation of a new commercial build-
ing with a drive thru.
Per the City of Stanfield Development Code Section 4.1.500, all
owners of record of real property within 250 feet of the subject
site are to be mailed notice 14 days before the public hearing is
held. Additionally, the city shall cause to have the notice printed in
a newspaper of general circulation and posted on the property 14
days before the public hearing. The goal of this notice is to create
awareness in the community and to invite people to participate in
the decision-making process.
Approval of the application will follow the approval criteria as writ-
ten in section 4.2.600 “Approval Criteria” for Site Design Review
and 4.4.400 “Criteria, Standards, and Conditions of Approval” for
Conditional Use Permits in the Stanfield Development Code. A
copy of the development code can be found online at www.cityof-
stanfield.com or in person at City Hall. Additional information on
the application may also be obtained at City Hall or by contacting
the City Manager.
A public hearing will be held at 6:00 PM on Tuesday, February
8th, 2022 located at City Council Chambers, 150 West Coe Ave,
Stanfield, Oregon 97875
If any person fails to raise an issue in person, or by letter at the
hearing, or fails to provide statements or evidence sufficient to
afford the decision-maker an opportunity to respond to the issue,
means that an appeal based on that issue cannot be filed with the
State Land Use Board of Appeals.
A copy of the application, all documents and evidence submitted
by or for the applicant, and the applicable criteria and standards
can be reviewed at Stanfield City Hall at no cost and copies shall
be provided on request at a cost of $0.10 per page.
The City’s staff report and recommendation to the hearings body
shall be available for review at no cost at least seven days before
the hearing. A copy shall be provided on request at a cost of $.010
per page.
During the public hearing, the public will be allowed to submit writ-
ten or oral testimony or evidence. Testimony and evidence shall
concern the approval criteria described in the staff report, or other
criteria in the comprehensive plan or land use regulations which
the person testifying believes to apply to the decision
After the public hearing is held, the Stanfield City Planning Com-
mission or designee shall issue a Type III Administrative Decision.
The decision shall be mailed to the applicant and all participants
of record. The decision will then be final unless it is appealed to
the City Council.

Construction of approximately 2,050 LF of 8-inch water pipe, 39
LF of 6-inch water pipe, 650 LF of 10-inch PVC sewer pipe, and
20 LF of 8-inch PVC sewer pipe. Construction of 3 fire hydrants,
3 manholes, and related appurtenances.

Oregon Bureau of Labor and Industries (BOLI) Wage Rates must

Each bid must contain a statement as to whether the Bidder is a
resident Bidder, as defined in ORS 279.120. In determining the
lowest responsible Bidder, City of Irrigon will, for the purpose of
awarding the Contract, add a percentage increase on the bid of a
nonresident Bidder equal to the percentage, if any, of the prefer-
ence given to that Bidder in the state in which the Bidder resides.
Each proposal must be submitted on the prescribed form and ac-
companied by a bid bond payable to City of Irrigon in an amount
not less than ten percent (10%) of the amount bid.
The successful Bidder will be required to furnish separate Per-
formance and Payment Bonds of one hundred percent (100%)
submitted on the prescribed forms for faithful performance of the
Contract in the full amount of the Contract price. The Surety is-
suing the bond must have an attorney-in-fact or a principal doing
business in the State of Oregon. This information must be includ-
ed on the bond statement.
The Contracting Agency will not receive or consider an Offer for
a Public Improvement Contract unless the Offeror is registered
with the Construction Contractors Board, or is licensed by the
State Landscape Contractors Board, as specified in OAR 137-
049-0230.
Contractor shall not discriminate in obtaining required Sub-Con-
tractor’s in accordance with ORS 279A.110(4). (See OAR 137-
049-0440(3)).
The City of Irrigon reserves the right to reject any or all proposals
not in compliance with all prescribed Public Contracting procures
and requirements, including the requirement to demonstrate the
Bidder’s responsibility under ORS 279C.375(3)(b). The City of
Irrigon may also reject any or all proposals for good cause, or any
or all bids upon a finding of the Owner that it is in the public inter-
est to do so, to postpone the award of the Contract for a period not
to exceed thirty (30) days, and to accept that proposal which is to
the best interests of City of Irrigon.
