Umatilla County, Oregon, invites Bids for the construction of South Fork Walla Walla River - Walla
Walla River Road Bridge (Bridge No. 24130). The Work consists of installing an agency purchased
prefabricated modular steel 82-foot single-span bridge over the south fork of the Walla Walla River,
along with bridge approach road improvements, together with all other Work required to complete the
Project as shown on the Drawings and specified herein. The prefabricated steel bridge will be avail-
able for delivery to the site on February 1, 2022.
Sealed Bids for the described Project will be received by Umatilla County, at the Umatilla County Pub-
lic Works office, 3920 Westgate Street, Pendleton, Oregon 97801, until 9:00 a.m., local time, January
4, 2022, at which time the Bids received will be publicly opened and read.
The Contract is subject to the applicable provisions of ORS 279C.800 through ORS 279C.870, the
Oregon Prevailing Wage Law.
This Project is being funded by the Oregon Department of Transportation State-Funded Local Project
Program.

The Umatilla Rural Fire Protec-
tion District Board of Directors
will conduct a public hearing
before the Local Contract Re-
view Board at their next regu-
larly scheduled board meeting.
The intent of this hearing is to
review the findings and receive
public comment. In the Matter of
Exemption Request of Umatilla
Rural Fire Protection District,
Fire Stations 11 and 12 Seismic
Renovations
FINDINGS OF FACT ORS
279C.335(1) requires, with cer-
tain exceptions, that all Pub-
lic Improvement contracts be
based on competitive bids and,
under ORS 279C.375, award-
ed to the lowest responsive
and responsible bidder. ORS
279C.335(2) permits the Local
Contract Review Board, as the
Umatilla Rural Fire Protection
District contract review authori-
ty, to grant, under certain condi-
tions, specific exemptions from
the requirement for competitive
bidding upon the approval of
specified findings. OAR 137-
049-0620, division 249 allows
the Local Contract Review Board
to exempt a Public Improvement
contract from the requirements
to be competitively bid, provid-
ed written findings supporting
the use of non-competitive bid
process show compliance with
OAR 137-049-0600 to 137 049-
0690 and applicable statutes.
The written findings report is
available for review at the Uma-
tilla Rural Fire Protection Dis-
trict prior to the public hearing.
