architectural firms to assist in
a bus barn facility assessment,
planning and design project.
The facility is slated for devel-
opment on 8.9 acres of undevel-
oped, multimodal land adjacent
to Eastern Oregon Regional
Airport (eastern Oregon’s only
commercial airport) in Pendle-
ton, Oregon. This project will
accomplish the planning and
design phase of work.

NOTICE OF PUBLIC COMMENT PERIOD
November 19, 2021
The State of Oregon acting through its department, Oregon Hous-
ing and Community Services (OHCS) is seeking public comments
for an update to the Qualified Allocation Plan (QAP). This update
addresses equity and racial justice by adding a culturally specific
set-aside to the 9% credit allocation set asides and requires an
ERJ lens on our 4% credit applications. The update also solidifies
the Right of First Refusal for our non-profit partner. Additional up-
dates include changes to the HERA state basis boost qualifying
projects and the location factor scoring. Lastly, there are updates
that were administratively necessary, most importantly, the tran-
sition of our 4% LIHTCs from a non-competitive process to a pri-
oritization and competition-based allocation.
Update to the Qualified Allocation Plan (QAP)
The Low Income Housing Tax Credit (LIHTC) program was creat-
ed under the Tax Reform Act of 1986. The LIHTC program is jointly
administered by the United States Treasury Department Internal
Revenue Service (IRS) and state tax credit allocation agencies,
such as the Oregon Housing and Community Services Depart-
ment (OHCS). While the IRS establishes a wide array of LIHTC
program parameters and requirements, each tax credit allocation
agency must create its own QAP to establish detailed policies on
how the state allocates and executes LIHTC in projects. The IRS
establishes, in its Section 42 federal tax credit regulations, the
criteria that must be addressed and included within a QAP.
The QAP is therefore the required plan document which estab-
lishes program criteria for the state’s Low Income Housing Tax
Credit (LIHTC) programs. It is responsive to specific requirements
established by the IRS for these programs, and includes guidance
for both the competitive 9% LIHTC Program as well as the 4%
LIHTC Program.
All Oregon residents are invited to submit comments during the
30-day public comment period beginning November 22, 2021 and
ending December 22, 2021. Written comments may be submitted
to Oregon Housing and Community Services, attention Angela
Parada, 725 Summer Street NE, Suite B, Salem, OR 97301-1266,
or by e-mail at HCS.QAP@oregon.gov. Verbal comments may be
submitted to Angela Parada at 971-273-9780. Comments are due
no later than Wednesday, December 22, 2021 at 5 pm.
