provement as defined in Ore-
gon Revised Statutes (“ORS”)
279A.010(1)(cc) and is subject

The City Council will conduct
a public hearing on November
18, 2021, concerning an appeal
of ZP21-03, an application by
Umatilla Electric Cooperative
to construct a 230 kV transmis-
sion line in the Service Center
Zone. The Boardman Planning
Commission denied appeal of
the original approval of a Type II
Administrative decision. On Oc-
tober 14, 2021, the City received
an appeal of the Planning Com-
mission’s decision. The appeal
will be heard by the City Council
consistent with Chapter 4.1.500
of the Boardman Development
Code. You are receiving this no-
tice because are within 250 feet
of any of the affected properties,
or you have requested notifica-
tion.
The property is zoned commer-
cial (service center subdistrict)
and includes tax lots 3000,
3200, 3201, 402 and 403. The
application is subject to Sec-
tions 2.2.200, 3.4 and 4.1.400
of the Boardman Development
