General Notice
The City of Echo, Oregon (Owner) is requesting Bids for the construction of the following Project:
Wastewater System Improvements - 2021
Sealed Bids for construction of the Project will be received at the City of Echo City Hall, 20 S. Bonan-
za Street, Echo, Oregon 97826, until 2:00 p.m., local time, November 4, 2021. At that time the Bids
received will be publicly opened and read.
The Project includes the following Work: Improvements to the existing lift station, approximately 4,200
feet of 3-inch forcemain, lagoon biosolids removal, lagoon fountains, effluent pump station, and canal
bridge.
The Contractor will be subject to the Davis-Bacon Act (40USC276a) and the applicable provisions of
ORS 279C.800 through ORS 279C.870 (the Oregon Prevailing Wage Law).
This Project is being funded in part through USDA Rural Development Rural Utilities Service Water
Environmental Programs and the Clean Water State Revolving Fund Program.

American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural
Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and
subsequent statutes mandating domestic preference applies an American Iron and Steel requirement
to this project. All iron and steel products used in this project must be produced in the United States.
The term “iron and steel products” means the following products made primarily of iron or steel: lined
or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges,
pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction
Materials.
