The public is hereby notified of the availability of the Draft Find-
ing of No Significant Impact (FNSI) for the closure, disposal, and
reuse of Umatilla Chemical Depot (UMCD), Oregon. The UMCD,
located east of Hermiston, in Morrow and Umatilla
counties,
was closed in August 2012 under the 2005 Base Realignment and
Closure Act. Of the 17,148.72 acres, 9,649 acres will transfer out
of Army Control.

The proposed action is to dispose of the 9,649 acres of surplus
property and to consider subsequent reuse of installation land
and infrastructure by others. The EA has been developed in
accordance with the National Environmental Policy Act (NEPA)
and associated implementing regulations is- sued by the Coun-
cil on Environmental Quality (CEQ), Code of Federal Regulations
(CFR), 40 CFR 1500–1508 and the Army implementing regula-
tion, “Environmental Analysis of Army’s Actions” (32 CFR Part
651). The EA and Draft FNSI underwent a 30-day public comment
period in August 2016. Since then the Programmatic Agreement
(PA) was amended, underwent a 30 day public comment period
from July 15 to August 16, 2021,was revised and the FNSI has
been updated and is available for public review.
