Nobles Variance V-1-21: The applicant, Kelly Nobles, is requesting approval of a variance to
Umatilla City Code 10-12-2 Criterion F which limits occupants to 90 days within any 180-day
period. The applicant is requesting a 1-year limit be imposed. The subject property is identified
as Tax Lots 100,190,300,400 on Assessor’s Map 5N2817BD. This application is subject to the
criteria in Sections 8-2A-17 and 10-12-2(F) of the City of Umatilla Zoning Ordinance.
Amendment to MonteVista Homes Subdivision SUB-1-21: The applicant, MonteVista Homes,
request approval of an amendment to condition of approval number 2 which requires the final
plat for phase 1 to be recorded within one year from the approval. The applicant is requesting
the condition be changed from one year to two years. The applicant intends to develop the lots

recommendation to the Umatilla City Council. Umatilla City Council will then conduct a public
hearing as part of its agenda on July 6, 2021, in the city council chambers starting at 7:00 p.m.
to consider the Planning Commission’s recommendation.
City of Umatilla Plan Amendment PA-1-21: The applicant, Monte Vista, is requesting to rezone
two tax lots totaling 81.17 Acres from Single-Family Residential (R-1) to Medium-Density Resi-
dential (R-2) for a proposed subdivision application. The proposed subdivision would create a
total of 328 new single-family homes. If this Rezone is not approved the proposed subdivision
would need to meet the lot size standards of the Single-Family Residential Zone. The property
is tax lots 903 and 904 on Assessors Map 5N2818. The specific substantive criteria and proce-
dures relied upon by the City in rendering a decision The City of Umatilla Zoning Ordinance Title
10 Zoning Chapter 14 Administrative Provisions.
Written or oral comments may be presented at the hearing or directly to the Planning Depart-
ment at City Hall or mailed to PO Box 130, Umatilla, Oregon 97882. Written comments must be
received prior to 5:00 p.m. on the date of the hearing or submitted at the hearing. Comments
must address how the application does or does not comply with the applicable criteria.

day, June 22, 2021 beginning
at 9:00 a.m. Due to the current

notice was sent.
