day, Dec. 9, 2020. She was born Dec. 7, 1931, in Brashear,
Missouri. A graveside service will be held Friday, April 9, at
12 noon at Skyview Memorial Park in Pendleton. Arrange-
ments are with Pendleton Pioneer Chapel, Folsom-Bishop.

ARRESTS, CITATIONS
•The Pendleton Police Department arrested Whitney Ann
Anderson, 26, on eight counts, including felony counts of
fi rst-degree robbery, the unlawful use of a weapon, strangu-
lation, fi rst-degree theft of over $1,000 and second-degree
assault, as well as counts of fi rst-degree kidnapping, conspiracy
and menacing (aggravated assault).
•The Pendleton Police Department arrested Tyler James
Schachtsick, 32, on 10 counts, including felony counts of
fi rst-degree robbery, the unlawful use of a weapon, strangu-
lation, fi rst-degree theft of over $1,000, second-degree assault
and violating probation, as well as counts of fi rst-degree kid-
napping (hostage), conspiracy, menacing (aggravated assault)
and failing to appear in court.
•The Pendleton Police Department arrested Brian James
Elmore, 40, on a felony count of strangulation and a misde-
meanor count of aggravated assault.

COMMUNITY BRIEFING
BAKER CITY — Baker Technical
Institute (BTI), in partnership with the
Oregon Department of Transportation
(ODOT) and the Bureau of Labor and
Industry (BOLI), is off ering a Heavy
Highway Construction Pre-Appren-
ticeship program in Central and East-
ern Oregon. To increase the number
of underrepresented individuals in the
trades, ODOT and BOLI contracted
with BTI to design a state-approved,
hands-on program and provided fund-
ing for the fi rst group of participants,
including up to 10 women free of
charge.
The fi rst training will begin in June
and is specifi cally for women interested
in gaining employable skills and certi-
fi cations leading to careers in heavy
construction. Future courses will be for
both men and women. Applicants must
be at least 18 years of age.
The pre-apprenticeship program is
designed to open career paths to the
heavy highway construction trades. It
includes training in heavy equipment
operation, concrete masonry, welding,
blueprint reading, applied construc-
tion math, and certifi cations in forklift
operation, traffi c control/fl agger, and
OSHA 10.
This introductory heavy highway
construction course also includes
important employment readiness skills,
such as cover letter, resume, and inter-
view training intended to give partici-
pants an advantage when applying for
future positions.
