Project: Division St Multimodal Safety
Sealed bids for the Division St Multimodal Safety will be received by The City of Irrigon until
2:00 p.m., Tuesday, April 8, 2021 at which time bids will be publicly read aloud. Within 2 working
hours after the date and time designated for bid opening, the Bidder’s shall submit to the City
the First Tier Sub-Contractor’s Disclosure form. If a First Tier Sub-Contractor Disclosure form is
not received by 4:00 p.m. the bid will be considered Non-Responsive. Proposals shall be clearly
marked “Division St Multimodal Safety” the date and time of the bid opening, and shall be de-
livered to the City of Irrigon, City Hall on or before the above bid time. No faxed or electronically
submitted bids will be considered .
A voluntary Pre-Bid Conference will be convened Tuesday, March 25, 2021 at 2:00 p.m. at
Irrigon City Hall, 500 NE Main Ave., Irrigon, OR, 97844. Statements made by the Contracting
Agency’s representatives at the Pre-Bid Conference are not binding upon the Contracting Agen-
cy unless confirmed by written addendum.
Bid approval by City Council is scheduled for the subsequent City Council meeting that occurs
on the 3rd Tuesday of the month, beginning Tuesday, April 20, 2021 at 6:00 p.m. A pre-construc-
tion conference will be scheduled following council approval.
Work will include:
Construction of approximately 3,300 lineal feet of multimodal path. Consisting of 360 square
yards of removal of surfacing, 500 lineal feet of asphalt pavement saw cutting, 1,600 cubic yards
of embankment, 376 square yards of drainage geotextile, 200 lineal feet of infiltration trench, 90
cubic yards of rock valley gutter aggregate, 147 lineal feet of 12 inch storm sewer pipe, 1 storm
sewer manhole, 8 concrete inlets, 14 adjusting boxes, 4,800 square feet of retaining wall, 980
tons of aggregate base, 400 square yards of loose aggregate base (16 inches thick), 20 square
yards of granular drain backfill (12 inches thick), 410 tons of Level 2 ½ inch ACP mixture, 15
asphalt approaches, 370 lineal feet of concrete curb, 690 square feet of concrete driveway,
3,200 square feet of concrete walks, 920 square feet of valley gutter concrete surfacing, 370
square feet of truncated domes on new surfaces, 1,250 foot board measure of wood sign posts,
0.4 acres of permanent seeding, 1,220 lineal feet of 6 foot chain link fence, and 153 Sleeve-It™
fence post anchors.

The project is funded through ODOT and as such Oregon Bureau of Labor and Industries (BOLI)
Wage Rates must be paid on this project. Contractor agrees to be bound by and will comply with
the provisions of 279C.838, and 279C.840.
Each bid must contain a statement as to whether the Bidder is a resident Bidder, as defined in
ORS 279.120. In determining the lowest responsible Bidder, City of Irrigon will, for the purpose
of awarding the Contract, add a percentage increase on the bid of a nonresident Bidder equal
to the percentage, if any, of the preference given to that Bidder in the state in which the Bidder
resides.
Each proposal must be submitted on the prescribed form and accompanied by a bid bond pay-
able to City of Irrigon in an amount not less than ten percent (10%) of the amount bid.
The successful Bidder will be required to furnish separate Performance and Payment Bonds of
one hundred percent (100%) submitted on the prescribed forms for faithful performance of the
Contract in the full amount of the Contract price. The Surety issuing the bond must have an
attorney-in-fact or a principal doing business in the State of Oregon. This information must be
included on the bond statement.
The Contracting Agency will not receive or consider an Offer for a Public Improvement Contract
unless the Offeror is registered with the Construction Contractors Board, or is licensed by the
State Landscape Contractors Board, as specified in OAR 137-049-0230.
Contractor shall not discrimination in obtaining required Sub-Contractor’s in accordance with
ORS 279A.110(4). (See OAR 137-049-0440(3)).
The City of Irrigon reserves the right to reject any or all proposals not in compliance with all
prescribed Public Contracting procures and requirements, including the requirement to demon-
strate the Bidder’s responsibility under ORS 279C.375(3)(b). The City of Irrigon may also reject
any or all proposals for good cause, or any or all bids upon a finding of the Owner that it is in the
public interest to do so, to postpone the award of the Contract for a period not to exceed thirty
(30) days, and to accept that proposal which is to the best interests of City of Irrigon.
