Notice is hereby given that the City of Umatilla Planning Commis-
sion will meet on Tuesday, November 24, 2020, in the city council
chambers and ZOOM starting at 6:30 p.m. to consider the follow-
ing request and will make a recommendation to the Umatilla City
Council. The Umatilla City Council will then conduct a public hear-
ing as part of its regular agenda on January 5, 2021, in the city
council chambers starting at 7:00 p.m. to consider the Planning
Commission’s recommendation.
Guzman Annexation ANX-2-20: The applicant, Jesse Guzman,
seeks approval to have his property, Tax lot 1201 on Assessors
map 5N2817CA, situated in the City of Umatilla’s urban growth
boundary annexed into the City limits. Guzman connected to City
Sewer and due to the contiguous border between his property and
the City limits he has chosen to Annex into the City.
Written or oral comments may be presented at the hearing or di-
rectly to the Planning Department at City Hall or mailed to PO Box
130, Umatilla, Oregon 97882. Written comments must be received
prior to 5:00 p.m. on the date of the hearing or submitted at the
hearing. Comments must address how the application does or
does not comply with the applicable criteria. This application is
subject to the criteria in Sections 10-13-4 of the City of Umatilla
Zoning Ordinance.
A copy of the application and all documents and evidence submit-
ted by or on behalf of the applicant are available for inspection at
City Hall during normal business hours at no cost. A copy of the
staff report will be available for inspection at no cost at least seven
days prior to the hearing. Copies will be provided upon request at
reasonable cost.
Failure to raise an issue at the hearing, in person or by letter, or
failure to provide statements or evidence sufficient to afford the
decision makers an opportunity to respond to the issue precludes
appeal to the Land Use Board of Appeals on that issue. Failure of
any person entitled to notice to receive notice shall not invalidate
the City’s action, provided the City can demonstrate notice was
sent.
