OFF PAGE ONE East Oregonian A10 COVID: protocols that do not require as many ventilators to be used. After the Oct. 16 press briefi ng, Gov. Kate Brown separately announced that Lane County, home to the University of Oregon in Eugene, was being added to the state’s watch list of counties where the increase of cases is being more heav- ily monitored. The state reported Oct. 14 that the 97403 ZIP code in Eugene, near the univer- sity campus, had the highest per capita increase in new COVID-19 cases of any ZIP code in the state. “There is no question that the spread of COVID-19 in Lane County is connected — to a degree — to student social activities,” Brown said. “Social gatherings, like off-campus parties, are incredibly dangerous and spread this disease.” Brown said keeping the virus spread under control in the state’s fourth most populous county — with 382,067 residents spread from Florence on the coast to the crest of the Cascades — was a task that went beyond the University of Oregon campus. “Once COVID-19 is spreading in the commu- nity, small family get-to- gethers can also lead to doz- ens of infections,” Brown said. The four other counties on the watch list include Clatsop, Umatilla, Mal- heur and Benton counties, the last home to the Oregon State University campus. As of Friday, the Johns Hopkins Corona- virus Resource Center has recorded over 39 mil- lion COVID-19 cases in the world, with more than 1.1 million deaths. In the U.S., there have been over 8 million cases with 218,137 deaths. Infection rates are on the rise in the U.S. and around much of the Northern Hemi- sphere as the seasons shift from summer to fall and into winter. But for the fi rst time health authorities said will- ful neglect of safeguards by some people is fueling the current surge. At a time when Presi- dent Donald Trump has told Americans not to be afraid of COVID-19 despite his own infection and hospital- ization, Oregon health offi - cials are pressing the mes- sage that residents need to double down on their efforts to keep the growth of COVID-19 under control. “There is massive count- er-programming that is not helpful — people with really big loudspeakers,” Allen said, without specifi cally naming Trump. Sidelinger said he had canceled his own fam- ily plans for Thanksgiving because he lives with some- one over 80. The rest of the family will participate virtually. The argument against exposure extends to Hallow- een traditions. “We are recommending against gathering includ- ing, sadly, trick or treating,” Allen said. Authorities also repeated warning against trick or treating at Halloween, say- ing that the interactions between dozens of people and the handing of candy back and forth could lead to infection. They suggested alternative ways to cele- brate, such as appearing outside of family friends’ windows so they could see costumes. Allen said though hos- pitalizations in Oregon are nearing their levels in July, the state has more resources and knowledge to combat serious cases of COVID- 19, including increased amounts of personal protec- tive gear and new medical Tiny A Tiny H H Tiny Tiny Tiny H Tiny Tiny H Tiny H Tiny H Tiny H y H Tiny y y H H Tiny H H iny Tiny Tiny Tiny Tiny Tiny Tiny Tiny Tiny Tiny gatherings increase the like- lihood of transmission. Sea- sonal holiday gatherings also lead to higher chances of prolonged exposure to someone who is infected. The new deaths included a 50-year-old man in Jef- ferson County, a 65-year- old woman and 82-year-old man in Washington County, an 81-year-old man in Mult- nomah County, an 88-year- old woman in Curry County and a 94-year-old woman in Hood River County. Offi cials also dismissed a new dissident medical movement that has been advanced in recent days by Trump administration pol- icy advisor Dr. Scott Atlas, a radiologist with no experi- ence in communicable dis- eases. Health and Human Service Secretary Alex Azar has also discussed the controversial “herd immu- nity” idea with White House policy advisors. “The Great Barrington Declaration,” named after the New England town where the idea was put forth at a Libertarian forum, encourages that “those not vulnerable should immedi- ately be allowed to resume life as normal.” Those at risk should be protected, though no plan how to do that is put forth. National Institutes of Health Director Francis Col- lins called the idea “fringe” science. The proponents say it has been endorsed by thousands of medical professionals who signed it online, though Britain’s Sky News reported the list has also attracted online trolling, with names including “Dr. Johnny Bananas” and “Dr. Person Fakename” added to the list. Mainstream medical sci- entists have dismissed the idea as likely to lead to a massive increase in deaths in the older population if it went into effect as any state or national policy. “It’s a massacre,” Dr. Gregg Gonsalves, an epi- demiologist with the Yale School of Public Health, told The Washington Post. Reprieve: Contract expires Jan. 31 A Continued from Page A1 of the DOC’s 18 require- ments. Peters added that the department hoped it could continue working with community colleges on offering vocational train- ing and associate’s degree programs. Pete Hernberg, the pres- ident of the community college’s faculty union, suggested the fi ght wasn’t over. “The Department of Corrections’ rejection of 2 OCCA’s proposal shows how disingenuous the DOC has been throughout this entire process,” he wrote in an email. “OCCA’s pro- posal was a huge conces- sion, saving them tons of money and giving them nearly everything they asked for. Our state and local unions stand in oppo- sition to DOC’s disastrous plan, and we intend to con- tinue to fi ght this in Salem.” Bailey-Fougnier said the 2 Hearing Aids for as low as A H Tiny A 2 Hearing Aids for as low as A Tiny A A A A A A A A A Tiny H Tiny H H Tiny H Saturday, October 17, 2020 A Hearing Aids 2 2 Hearing Aids for as low as for as low as Ben Lonergan/East Oregonian, File Blue Mountain Community College sits on the hillside above Eastern Oregon Correctional Institution in Pendle- ton earlier this summer.
