NOTICE OF REVENUE BOND
AUTHORIZATION
Notice is hereby given that the
Common Council of the City of
Echo, Oregon (the “City”), ad-
opted Resolution No. 470-2020
on March 19, 2020, authoriz-
ing the issuance of wastewater
revenue bonds. The bonds will
be issued to finance capital im-
provements to the City’s waste-
water system.
The Council may establish by
subsequent resolution all terms,
conditions and covenants re-
garding the bonds and the rev-
enues which are necessary or
desirable to effect the sale of the
bonds.
The City estimates that the
bonds will be issued in an aggre-
gate principal amount of not to
exceed $1,800,000; bond princi-
pal and interest will be paid from
the City’s revenues. The bonds
will not be general obligations of
the City, nor a charge upon its
tax revenues, but will be payable
solely from the revenues, includ-
ing wastewater revenues, which
the City pledges to the payment
of the bonds.
If written petitions, signed by
not less than five percent (5%)
of the City’s electors, are filed
at the Office of the City Admin-
istrator on or before May 19th,
2020 (the 61st day after the date
of publication of the notice), the
questions of issuing the revenue
bonds shall be placed on the
ballot at the next legally avail-
able election date.
The office of the City Admistra-
tor is located at 20 S. Bonanza
Street, Echo, Oregon 97826.
The resolution authorizing the
bonds is available for inspection
at the Office of the City Admin-
istrator.
The bonds will be issued and
sold pursuant to ORS Section

June 30, 2020. On July 1, 2020,
the newly designated East Uma-
tilla Fire & Rescue District would
begin to provide the services.
Property taxes will generate ap-
proximately $465,000 annually.
Taxes will pay to provide fire
and rescue services, to include
current and future career and
volunteer staff and operational
expenses.
This measure will take effect
only if both Measure #30-142
dissolving the East Umatilla
County Rural Fire Protection
District and Measure #30-143
dissolving the Helix Rural Fire
Protection District are also ap-
proved by the voters.
As indicated in ORS 250.195,
an elector may file a petition for
review of ballot title in Umatilla
County Circuit Court no later
than 5:00 p.m. March 31, 2020.
