Condon School District 25
is seeking written proposals
from qualified firms to provide
a comprehensive suite of inte-
grated construction program
management and design
services for a number of proj-
ects expected to occur over
the next five years. Projects
include design and construc-
tion of a new Condon Grade
School, Gilliam County grant
funded projects, and district
funded infrastructure upgrade
projects. To be considered,
interested parties must submit
their Proposals in accordance
with the requirements set
forth in the RFP.
The district reserves the right
to (1) reject any Proposal not
in compliance with all pre-
scribed public bidding proce-
dures and requirements, (2)
to reject for good cause any
or all Proposals that are not
in the best interest of the dis-
trict, and (3) to reject any or all
proposals, in whole or in part,
to waive an informality and
to delete items prior to mak-
ing the award, whenever it is
deemed in the sole opinion of
Condon School District to be
in its best interest.
A Mandatory Pre-proposal

datory Site Tour and will be

FORMATION OF
EAST UMATILLA COUNTY
FIRE & RESCUE DISTRICT
In accordance with ORS
198.835, on February 24,
2020 at 10:00 a.m. in Room
130, Umatilla County Court-
house, 216 SE 4th Street,
Pendleton, Oregon, the Uma-
tilla County Board of Commis-
sioners will conduct a public
hearing on the proposed for-
mation of the East Umatilla
County Fire & Rescue Dis-
trict. The Board of Commis-
sioners has entered an order
declaring its intention to initi-
ate formation of the district.
The purpose of the district will
be to provide fire services to
the Athena, Adams, Helix and
Weston areas. The bound-
aries of the proposed district
will be the boundaries of the
Helix Rural Fire Protection
District, East Umatilla County
Rural Fire Protection District
and the city limits of the City
of Athena.
All interested persons may
appear at the hearing and be
heard on the formation of the
district.

THE MORROW COUNTY PLANNING COMMISSION will
hold the following hearings of public interest on Tuesday, Febru-
ary 25, 2020, at 7:00 p.m. at the Bartholomew Building, Heppner,
Oregon.
Continued from January 21, 2020: Land Partition LP-
N-479-20 and Replat R-N-055-20: Terry Thompson, applicant
and Judith Thompson Schneider and Janet Thompson Bliss,
owners. The property is described as tax lot 2801of Assessor’s
Map 3S 26; tax lot 2200 of 3S 27; and tax lot 801 of 4S 27. The
property is zoned EFU and located approximately 5 miles SE of
Heppner on Sanford Canyon Lane. Request is to partition a 748-
acre parcel to create two parcels. Criteria for approval includes the
Morrow County Zoning Ordinance Article 3 Section 3.010 Exclu-

on Baseline Lane approximately 13 miles northeast of Lexington
and is zoned Exclusive Farm Use. Request is to approve a tem-
porary concrete batch plant. Criteria for approval include Morrow
County Zoning Ordinance Article 3 Section 3.010(C)(14) and Arti-
cle 6 Conditional Uses.
Opportunity to voice support or opposition to the above
proposal or to ask questions will be provided. Failure to raise an
issue in person or by letter or failure to provide sufficient specific-
ity to afford the decision maker an opportunity to respond to the

on those issues.
