For the City of Irrigon, Oregon
Effort:
The City of Irrigon is undertaking a project funded by U.S. Housing and Urban Development – Com-
munity Development Block Grant and U.S. Environmental Protection Agency – Clean Water State
Revolving Loan Fund. As a part of the City’s environmental review efforts, a cultural resource monitor
was requested by the Confederated Tribes of the Umatilla Indian Reservation and Oregon’s State His-
toric Preservation Office to observe ground-disturbing activities in areas previously undisturbed. The
construction work will take place entirely within City-owned easements and Right-of-Ways.
The sewer pipeline alignment generally follows the centerline of the existing roadways. Trenches will
be excavated along the entire pipeline alignment for installation of the pipe and manholes/cleanouts.
Approximately 3,500 LF of pipe will be installed.
Contractor will develop a Monitoring and Inadvertent Discovery Plan detailing methods and proce-
dures for the construction monitoring, provide a cultural resource monitor during ground-disturbing
construction, and prepare and submit a monitoring report summarizing construction activity and cul-
tural resource discoveries to the Oregon State Historic Preservation Office upon completion of the
project.
Requirements:
• Contractor must be on the Oregon Preservation Contractor Directory.
• EPA Clean Water Revolving Loan Fund requires all consultants to register through SAM.gov (System
for Award Management)

Assumptions:
• Direction from the Confederated Tribes of the Umatilla Indian Reservation stipulated that the cultural
monitor screen excavated sediments periodically, with the exception of road bed and fill materials
• Construction is estimated to start soon after January 1, 2020, but weather conditions will determine
actual start date. Ground disturbance needing monitoring activity is confined to the excavation of pre-
viously undisturbed ground within the City Right of Ways.
• Cultural monitor will coordinate with Prime Contractor (to be procured) and Grant Administrator (Du-
cote Consulting) regarding days needed on-site and the construction schedule.
• The SOW assumes 45 (forty-five) days of construction monitoring of a 215 contract period and no
inadvertent discoveries, which would require additional archaeological investigations. The project is
within known and possible cultural resources in the area. Any complex inadvertent discoveries in ac-
cordance with ORS and will require a Change Order (co) and revised cost estimate.
• If additional days of monitoring are required, work in exceedance of this estimate may be authorized
with written notice from the Client. Change orders (co) will be processed by the City and Business
Oregon.
Deliverables:
• Contractor will prepare a Monitoring and Inadvertent Discovery Plan,
• Contractor will prepare a Monitoring Report upon completion of the project.
