Boardman contemplates food truck rules Business owners say food truck vendors, customers causing issues By JADE MCDOWELL East Oregonian BOARDMAN — The Boardman City Council is discussing new rules for mobile vendors, but Mayor Sandy Toms said problems discussed may get worked out without a new city ordinance. “We’re just looking at it,” she said. During the council’s July 29 meeting, they discussed a letter from business own- ers Steve Doherty and Don Russell asking them to con- sider rules for food trucks. According to a news release, the letter stated vendors were sometimes dumping their used water down drains at the car wash, and that customers would use bath- rooms of nearby businesses or block business entrances with their semitrucks. They suggested the city consider regulations for parking, restroom facilities and other issues caused by mobile vendors. City councilor David Jones, who owns most of the property where the food trucks are parked, said he would be willing to add por- table restroom facilities and he believed that issuing cita- tions to improperly parked semis would help clear up the problem. “He said if the city were to implement rules regard- ing mobile vendors, he feels it would make it harder for additional mobile vendors to locate in Boardman,” according to a news release from the city. Toms told the East Ore- gonian Wednesday that since that discussion, Jones and the mobile vendors have been working to address problems on their own. The city still plans to take a look at ordinances other cities have put in place, but she said the Boardman way is usually to avoid adding any more regulations than necessary. “We just try to solve issues before it comes to that,” she said. Toms said the city is also looking at possible solutions to the problem of solicitors going door to door in town. On Tuesday, the Board- man City Council swore in a new member, as Katie Nor- ton replaced Toni Connell, who resigned to take a paid position with the city. BRIEFLY Jubilee Lake in need of volunteer campground hosts PENDLETON — The Umatilla National Forest is seeking volunteers to work as campground hosts at Jubi- lee Lake from now until October. Host responsibilities include greeting campers, providing information on the surrounding area and mak- ing campers feel comfort- able. Hosts are also expected to visit with campers and daily visitors, clean and maintain restrooms, restock supplies, clean up debris and garbage left by campers and carry out minor mainte- nance that’s needed. Jubilee Lake is located 12 miles northeast of Tollgate . Individuals or couples can apply to be hosts and, according to the release, the host program often has retiree volunteers who find it “the ideal way to spend the summer in a beautiful setting.” The program’s end date depends on visitor use throughout the early fall, though it will not run any later than Oct. 15. Appli- cants must supply their own trailer, camper or motor- home, though they will be provided a campsite that is typically near the camp- ground’s main entryway. Hosts are volunteers but do receive a food allowance and propane is offered. Per- sonal vehicle mileage as a result of hosting duties will be reimbursed. Applicants may be sub- ject to a criminal back- ground check. Herm- iston Transportation, the taxi company that already partners with the city on subsidized rides for senior and disabled residents, would be reimbursed an additional $4.50 per trip from state transportation funds. The council will also consider passing a resolution directing city staff to apply for federal grant funding for the project. The council will consid- er renewing a contract for dispatch services with Umatilla Coun- ty. The new contract would keep the same funding formula as the previous contract, resulting in a 3.4% increase in cost for the city. The council will consid- er awarding Granite Construction Company a $175,145 contract to repave West Highland Avenue between Southwest 11th Street and Southwest 15th Place, and a $215,170 contract to repave Harper Road from Highway 395 to Geer Road. The Hermiston City Council will consider Monday the adoption of the Workforce On-De- mand Ride Cooperative, or WORC, which would use state transportation funds to subsidize taxi rides to and from work. As proposed, workers would pay about 35% of the cost of a ride, while the rest would be cov- ered by funds from the 0.01% payroll tax Oregon implemented last year to increase funding for pub- lic transportation. “No direct City of Hermiston subsidy is included in this program,” assistant city manager Mark Morgan wrote in a memo to councilors. Under the program, someone within the Herm- iston/Umatilla/Stanfield area would go to city hall to obtain a punch card by showing proof of employ- ment. City employees would then inscribe the card with the address of the employer, and the card would only work to sub- sidize rides that begin or end at that address. The other side of the trip would be restricted by the type of card purchased — a cheaper “Hermiston to Hermiston” card would only allow pick-ups and drop-offs within Herm- iston, while more expen- sive cards would subsi- dize rides into Umatilla, Stanfield or rural areas OTHER AGENDA ITEMS Follow us on Facebook!
